Motion by Acting President Kepple, seconded by Councilmember Bullock to adopt Resolution <br /> 2022-40. All in favor. Motion passed. <br /> 3. Administration of oath of office for Ernie Vargo, Director of Law. <br /> Mayor George administered the Oath of Office to Ernie Vargo, swearing him in as the City's <br /> new Director of Law. <br /> **Without objection, Acting President Kepple moved agenda items 49 and 410 to the top of the <br /> agenda.** <br /> 4. SUBSTITUTE ORDINANCE 31-2022 - AN ORDINANCE to take effect immediately <br /> provided it receives the affirmative vote of at least two thirds of the members of <br /> Council, or otherwise to take effect and be in force at the earliest period allowed by law, <br /> amending Section 1309.09 Combined Permit Fee of the Lakewood Codified Ordinances <br /> to increase the threshold for issuing a combined permit and to increase the fee. (I"read <br /> & referred to HPD 09119122; 2"d reading 1013122) (pg. 004) <br /> Motion by Acting President Kepple, seconded by Councilmember Bullock to adopt Ordinance <br /> 31-2022. All in favor. Motion passed. <br /> 5. ORDINANCE 30-2022 - AN ORDINANCE to take effect immediately provided it <br /> receives the affirmative vote of at least two thirds of the members of Council enacting <br /> Section 1306.76 Backflow Prevention and Cross-Contamination Control to provide an <br /> effective means for protecting the public water system from contamination due to <br /> backflow of contaminants through the water service connection into the public water <br /> system. (I"read and referred to PWS 9119122; 2"d reading 1013122) (pg. 006) <br /> Discussion: Councilmember Rader explained that the substituted version of Ordinance 30-2022 <br /> was recommended for adoption in the Public Works and Sustainability Committee. He <br /> mentioned that the substituted version of Ordinance 30-2022 outlines responsibilities of the <br /> Building Department. <br /> Motion by Acting President Kepple, seconded by Councilmember Bullock to substitute <br /> Ordinance 30-2022. <br /> A role call was taken as follows: <br /> Yeas —Baker, Bullock, Kepple, Marx, Rader <br /> Nays -None <br /> Motion passed.
