Acting President Kepple asked the Administration when the 30 days for a decision to be made <br /> starts and how a referral to the Committee of the Whole may impact the future processes of <br /> negotiations. <br /> Law Director Vargo explained that 30 days gives the Administration plenty of time to gain <br /> approval of the Council. He mentioned that the Administration would come prepared to the <br /> meeting to answer any questions Council has before approval ofResolution 2022-44. <br /> Councilmember Marx explained that there have been executive sessions in the past that have <br /> helped in contractual decision making. She expressed her support in having the Administration <br /> share their philosophy in an executive session in this case. <br /> Acting President Kepple expressed her appreciation for the Administration's approach toward <br /> these negotiations. She also clarified with Law Director Vargo what the 30 days entails for a <br /> decision. <br /> Law Director Vargo explained that funds would be approved if Council did not decide within <br /> 30 days, but that the Administration would like to receive approval. He made it clear that if <br /> Council were to reject Resolution 2022-44, he would find a way to reach an agreement. <br /> Acting President Kepple clarified with Chief Dunphy that in Lakewood's Fire Department, <br /> there are 2 members left that are not fire fighter certified but have their LPA. <br /> On the motion: Acting President Kepple withdrew her initial motion. <br /> Motion by Acting President Kepple, seconded by Councilmember Baker to refer Resolution <br /> 2022-44 to Committee of the Whole. <br /> Discussion: Councilmember Baker clarified that he is not against Resolution 2022-44 but that a <br /> meeting would be beneficial to the public as well as Council. <br /> On the motion: All in favor. Motion passed. Resolution 2022-44 was referred to Committee of <br /> the Whole. <br /> 15. RESOLUTION 2022-45 - A RESOLUTION to take effect immediately provided it <br /> receives the affirmative vote of at least two thirds of the members of Council, or <br /> otherwise to take effect and be in force after the earliest period allowed by law, <br /> authorizing the Mayor of the City of Lakewood, Ohio, to enter into an Agreement with <br /> the Lakewood Paramedic Association for a three-year period commencing January 1, <br /> 2023 and ending December 31, 2025, and ratifying that Agreement. (pg. 080) <br /> Motion by Acting President Kepple, seconded by Councilmember Rader to refer Resolution <br /> 2022-45 to the Committee of the Whole. All in favor.
