31.03 The Employer has established an Insurance Committee of one (1) to three (3) <br />representatives from each of the City's bargaining units, if they choose to be represented and a <br />minimum of one (1) representative of the Employer. The Committee shall meet at least once a <br />quarter for the purpose of exploring cost saving measures and/or alternative health plans. The <br />Committee shall make recommendations regarding health care coverage and such <br />recommendations shall be presented to each bargaining unit as well as to the City <br />Administration. <br />The purpose of the Insurance Committee is to discuss and recommend changes to the city's <br />health care plans with the goal of decreasing costs for both the city and the employees. An <br />additional goal of the committee is to review and recommend wellness programs which have the <br />expectation of saving the city insurance dollars. Each bargaining unit shall be entitled to cast one <br />vote, no matter the number of employees representing the bargaining unit on the committee. The <br />employer shall be entitled to cast one vote, no matter the number of representatives of <br />management or non -union employees serving on the committee. If the committee approves such <br />proposed new or revised plan or plans, then the employer is authorized to implement such plan <br />or plans at the next annual open enrollment period. <br />31.12 The City agrees to provide coverage of life insurance to each employee covered by this <br />Agreement in the amount of 1.5 x the employee's annual salary up to $180,000. <br />ARTICLE 32 UNIFORMS[MAINTENANCE <br />32.01 All full-time employees shall receive an annual uniform allowance of $800.00. Such <br />uniform allowance shall be paid semi-annually in the months of March and September of each <br />year and will be included in the employee's regular pay. Uniform allowance payments shall be <br />pro -rated for new -hires and employees separating from employment with the City. <br />ARTICLE 33 TOOLS AND EQUIPMENT <br />33.01 The City shall provide all tools and equipment to employees for the proper and safe <br />operation of their jobs. <br />ARTICLE 34 SAFE WORK PRACTICES <br />34.01 If at any time an employee is found to be in the possession of or is know to have <br />consumed illegal drugs or alcohol during the workday or at any work site, or has seemingly <br />reported to work under the influence of alcohol or drugs, or has reported to work with the odor of <br />an alcoholic beverage on his or her breath, or becomes disoriented or incoherent, the employee is <br />to be immediately transported to St. Vincent Occupational Health Center for an immediate <br />evaluation. <br />34.02 Appropriate disciplinary action will be taken against any employee found to be under the <br />influence, and as a condition of employment shall sign a statement of understanding and agree to <br />23 <br />
