30.04 The employer shall establish an insurance committee of one (1) to three (3) representatives <br />from each of the City's bargaining units and a minimum of one (1) representative of the employer. <br />The employee -management committee represented by between one and three employees from <br />each of the city's seven bargaining units and at least one representative of management, formed in <br />a prior collective bargaining agreement, shall continue through the duration of this agreement. The <br />employer shall and the members of the committee may provide advisors or facilitators to assist the <br />committee regarding health care issues. The committee will meet as often as necessary to complete <br />its work, with a target of at least one meeting per quarter. <br />The purpose of the Insurance Committee is to discuss and recommend changes to the city's <br />health care plans with the goal of decreasing costs for both the city and the employees. An <br />additional goal of the committee is review and recommend wellness programs which have the <br />expectation of saving the city insurance dollars. Each bargaining unit shall be entitled to cast <br />one vote, no matter the number of employees representing the bargaining unit on the committee. <br />The employer shall be entitled to cast one vote, no matter the number of representatives of <br />management or non -union employees serving on the committee. If the committee unanimously <br />approves such proposed new or revised plan or plans, then the employer is authorized to <br />implement such plan or plans at the next annual open enrollment period. <br />ARTICLE 31 <br />UNIFORMS/MAINTENANCE <br />31.01 All full-time employees shall receive an annual uniform allowance of $600.00. Such <br />uniform allowance shall be paid in March and be included in the employee's regular pay check. <br />Uniform allowances shall be prorated for newly hired employees and employees separating from <br />employment. <br />ARTICLE 32 <br />TOOLS AND EQUIPMENT <br />32.01 The City shall provide all tools and equipment to employees for the proper and safe <br />operation of their jobs. <br />ARTICLE 33 <br />SAFE WORK PRACTICES <br />33.01 If at any time an employee is found to be in the possession of, or is known to have <br />consumed illegal drugs or alcohol during the workday or at any work site, or has seemingly <br />reported to work under the influence of alcohol or drugs, or has reported to work with the odor of <br />an alcoholic beverage on his breath, or becomes disoriented or incoherent, the employee is to be <br />immediately transported to the city's occupational health facility for an immediate evaluation. <br />22 <br />
