connect with outside organizations, as it has seen success in implementing a LGBTQ youth drop- <br /> in and developing a home childcare provider network with community partners. <br /> Director Berry described the importance of using the community needs health assessment to <br /> guide programming and department operations and help in the pursuit of outside grants and <br /> funding opportunities. He reviewed the handful of existing funding streams and what <br /> components of the Human Services Department that they support. <br /> Chair Shachner inquired whether the directors wanted anything that is not in this year's budget. <br /> Director Berry indicated that the department has everything it needs to get its work done this <br /> upcoming year. <br /> Vice President Kepple asked questions regarding programming, strategic planning, and <br /> technology use. Director Berry indicated that much of the department's programs are seen as <br /> long-term ventures and that staff are currently examining whether a consultant is needed to assist <br /> in strategic planning. <br /> Councilmember Rader and Director Berry engaged in a discussion on the importance of the <br /> newly renamed grants coordinator position, who will play an integral role in coordinating <br /> contracts across the department's various divisions. <br /> Councilmember Bullock inquired about program evaluation and growing the early childhood <br /> program. Director Berry noted the new advantages Cove Community Center brings in growing <br /> programming, as Human Services finally has the space to accommodate more participants. Mr. <br /> Berry anticipates engaging a marketer at some point to provide further outreach to young <br /> families. Mr. Bullock and Ms. Jaissle also discussed community-based programs regarding <br /> domestic violence, identifying it as an area for growth. <br /> Councilmember Baker focused questions around the need for growth in the home health care <br /> provider network and the in-home childcare provider network in Lakewood, inquiring whether <br /> CDBG funding would be available for scholarships and whether a smoother licensure process <br /> would help expand access to childcare. Ms. Jaissle indicated that Human Services has a strong <br /> rapport with childcare centers and identified increasing communication with in-home providers <br /> as a goal. She noted that many in-home providers find the licensure process arduous and <br /> challenging. Mr. Baker suggested the city play a role in advocating for carve outs with the state <br /> government in regard to the in-home childcare licensure requirements. Human Services aims to <br /> host a summit where in-home and center-based childcare providers can come together to share <br /> ideas. <br /> Human Resources <br /> Director Dillinger reviewed key accomplishments the department achieved in 2022 including: <br /> • Renegotiated contract with pharmacy benefit manager to save the City $1 million <br /> • Hosted wellness fairs and administered flu and COVID vaccines <br /> • Settled 8 labor agreements <br /> • Scanned and digitized forms and files <br /> 2 <br />
