• Processed FMLA, workers' comp and new employee onboarding <br /> Director Dillinger reviewed her department's goals and plans for 2023 including <br /> • A salary study for non-union positions <br /> • Introduce new safety initiatives and accident investigation processes (including traffic <br /> incidents that happen in city vehicles). <br /> • Continuous employee education on health plan utilization and advocacy for the high <br /> deductible health plan. <br /> Director Dillinger announced that the HR department budget will increase by 4%. She attributed <br /> the majority of the increase to an increase in the professional services contracts the department <br /> has with the organizations which conducts police and fire physicals and psychological <br /> examinations. <br /> Director Dillinger explained that with the help of a consultant, the city annually evaluates <br /> whether to continue self-funding workers' compensation. It was determined that continuing to <br /> self-fund is currently in the city's best interest. Director Dillinger discussed trends in workers' <br /> compensation claims, stating that claims have been relatively low and stable for the past few <br /> years. <br /> Director Dillinger discussed the trends in the hospitalization fund and announced that the city is <br /> currently at 78% of its 2022 budget for healthcare/hospitalization. She attributed this to both <br /> conservative budgeting and improved consumerism on the part of employees. She reminded <br /> everyone that health care costs will continue to rise, and the city's interest is in containing costs. <br /> The hospitalization fund will increase 5% in 2023 to address inflation of health care costs. <br /> Director Dillinger explained the city's quarterly work with Gallagher Benefits Consultants to <br /> analyze healthcare claims and keep the city on budget. Gallagher also works with the city to stay <br /> up to date on trends in the industry such as introducing the high-deductible health plan. She <br /> further spoke about the city's onsite health clinic and quarterly meetings with the unions. <br /> Director Dillinger introduced the salary ordinance and discussed changes from 2022 including a <br /> 3% cost-of-living increase across all pay bands, introduction of an Assistant Public Works <br /> Director position, additional stipends for professional certifications, and changes to other various <br /> positions. <br /> She added that part of her role as HR Director is to manage risk, where other organizations have <br /> a dedicated risk manager. <br /> As part of committee discussion, Director Dillinger highlighted that the city has been making <br /> contributions to employees' HSAs who choose the high-deductible health plan (HDHP). She <br /> spoke of the benefits of the HDHP for employees. She clarified the ongoing work of the <br /> Healthcare Committee, the committee formed between labor and management to discuss health <br /> care, and the work that has resulted from that committee. <br /> Director Dillinger provided a report on the city's wellness programs and incentives. <br /> 3 <br />
