Councilmember Bullock asked for an employee survey to understand the importance to <br /> employees of a competitive salary verses benefits. Director Dillinger explained that this varies <br /> depending on the age of employees. She explained that by offering a HDHP, this allows, <br /> younger, healthier employees to take home a higher paycheck in exchange for less <br /> comprehensive healthcare. <br /> The committee and the administration discussed the planned 2023 salary study of non-union <br /> positions and what they will entail. Director Dillinger expressed confidence that this will result <br /> in important changes to positions that may be underpaid. <br /> President Litten and Director Dillinger agreed to strike the outdated Legislative Liaison position <br /> in a substitute version of the salary ordinance. <br /> In response to questions, Director Dillinger explained the restructuring of wellness incentives <br /> and health care options and how this has impacted the budget. She explained some unknowns <br /> such as high claimants. <br /> In response to questions, Director Dillinger explained that the city will begin to build a restricted <br /> budget reserve fund to cover unpredictable healthcare claims and expenses in the future. The <br /> fund can be built with reserves from "good years." Director Rancatore helped the committee <br /> understand the workers' compensation fund. <br /> Finance Department <br /> Director Rancatore began his presentation by introducing the administrative staff of the <br /> department and segued into a brief overview of the department's organizational chart. <br /> Director Rancatore shared the accomplishments of the finance department in 2022. These <br /> included the Government Finance Officers Association award and the Budget Presentation <br /> award. <br /> Director Rancatore explained the Finance Department's goals for 2023. He mentioned an <br /> increase in credit card transaction costs as more residents are paying their tax and water bills <br /> using credit cards. Finance and IT are currently analyzing strategies to negotiate lower fees with <br /> credit card companies. <br /> Assistant Director Eddy shared the finance department's mission statement and highlighted the <br /> excellent customer service it has had over the phone, through email, and at the front counter. The <br /> Finance Department has been able to educate taxpayers on state and federal laws. <br /> Assistant Director Eddy shared that the Finance Department is attempting to change the <br /> landscape of income tax. Due to the pandemic, the state of Ohio is waiting for a final decision <br /> from the Supreme Court about 2020 refunds. The 2021 refunds have already been available, and <br /> the finance department is working to refund the correct amount. She spoke about how work from <br /> home and hybrid positions have changed taxes based on the city the employee physically worked <br /> 4 <br />
