Mr. Coletta expressed the importance of barracuda, email filtering, archiving, <br /> and the Office 365 backup. The IT department has taken up these best practice measures. <br /> Councilmember Bullock asked about the investment result of the departments going paperless. <br /> Mr. Coletta mentioned that as systems become more digitized, there are quicker ways to find <br /> data through SharePoint. The new equipment has the strongest capability and faster speeds while <br /> being less prone to interference. Mr. Coletta explained that this technology has potential for use <br /> at Cove Community Center and that it is easy to operate. He acknowledged that there is always <br /> room for improvement. <br /> Public Works Department& Capital Improvement Plan <br /> Referring to his prepared presentation, Acting Director Papke discussed 2022 highlights and <br /> 2023 goals for each of the divisions within the Public Works Department including: <br /> • Streets, Forestry, Traffic Signs & Signals <br /> • Parks & Public Property <br /> • Refuse & Recycling <br /> • Waste Water Treatment Plant <br /> • Water, Wastewater, and Water Metering <br /> • Engineering & Construction <br /> • Fleet Management <br /> The following highlights from each division were discussed: <br /> Streets, Forestry, Traffic Signs & Signals <br /> The city performed a city-wide Pavement Condition Rating analysis and determined that the <br /> average pavement condition rating (PCR) is 80, which meets the city's goal. Acting Director <br /> Papke illustrated for Council the rising cost of pavement resurfacing since 2020. He concluded <br /> that in order to maintain an ongoing PCR of 80, that the city must budget$2 million per year in <br /> capital costs. <br /> Acting Director Papke announced the list of streets scheduled for resurfacing in 2023, including <br /> Hilliard, which was originally supposed to be resurfaced in 2022 but was delayed due to delays <br /> at the county-level. He also explained that$150,000 of the $2 million resurfacing budget will be <br /> used to address ADA curb ramps. <br /> Acting Director Papke announced that 2023 will be the last year of the ten-year sidewalk <br /> replacement program. Section 1,5, and 9 will be replaced for a cost of$650,000. <br /> Acting Director Papke discussed the importance of crack sealing for maintaining a high PCR and <br /> shared the department's plans to increase crack sealing in 2023. He explained that by performing <br /> this ongoing maintenance, the city better positions itself to receive ODOT grants. <br /> 4 <br />
