discuss source of income discrimination in a different venue but were unsure whether it was
appropriate to move forward with the ordinance as currently written. Councilmembers
concluded that there is a need to seek more input from the public and stakeholders.
President Litten withdrew his motion substitute Ordinance 12-2021A. All in favor. Motion
passed.
Motion by President Litten, seconded by Vice President Kepple to defer Ordinance 12-2021 A.
4. Report from the Finance Committee regarding meeting held November 28, 2022 and
December 5, 2022. (to be provided)
Councilmember Shachner delivered the following oral report:
On November 28'h during our budget hearings, we heard from Lakewood Municipal Court, Law
Department, Lakewood Division ofPolice, Lakewood Division ofFire, and learned about the
CDBG allocations from the Citizens Advisory Commission and the Planning& Development
Department. All of these presentations were very informative and helpful for us to determine
where the money is coming from, how it's going to be spent, and what the needs are of each
division. I want to thank the directors, chiefs, and Judge Neffwho presented. We adjourned
around 10:04 p.m. It was a long meeting, but very helpful discussion.
The same applied to tonight's discussion where we heard from the Human Services Department,
Human Resources Department, and Finance Department. Thank you for putting together those
presentations and taking the time to prepare them. The one note I would make is that I thought it
was very interesting in hearing from the Human Services Department how the Cove Community
Center has really changed the game on how that department is providing service and bringing
the mission and focus on intergenerational service, which serves the purpose ofputting
everything under I roof. I thank everybody again and we have another one on Monday,
December 12'''.
Motion by Councilmember Shachner, seconded by President Litten to receive and file the oral
report. All in favor. Motion passed.
Motion by President Litten, seconded by Vice President Kepple to suspend the rules to allow for
the reading of items 5 through 19 consecutively.
A roll call vote was taken as follows:
Yeas —Baker, Bullock, Kepple, Litten, Rader, Shachner
Nays —None
Motion passed. Items 5 through 19 were read consecutively.
5. ORDINANCE 35-2022 - AN ORDINANCE to take effect immediately provided it
3
