City is considering subcontracting in the following calendar quarter and a <br />list of all projects the City subcontracted in the preceding calendar <br />quarter. The Union may request additional information, including costs, <br />specifications, or other information required to make a bid regarding a <br />potential subcontracting project and may propose an alternative or submit <br />a bid for the project within ten (10) working days of the LMC meeting at <br />which the City provided the specific subcontracting information which <br />the City will consider in good faith along with other bids or estimates it <br />received for the project. <br />C. The City will provide periodic written notification regarding specific <br />work considered for subcontracting (Appendix B). The City will issue <br />notifications on Mondays or, if Monday is a Holiday, on Tuesdays. The <br />Union must notify the City if it wishes to meet about a project within <br />twenty-four (24) hours or respond with either an alternative or bid for the <br />project within ten (10) working days of the date on the notification. <br />D. In the event of an emergency, the City may subcontract a project without <br />providing the notice set above but must notify the Union within one (1) <br />working day and will meet with the Union upon request. <br />E. Subject to the notice provisions set above, the City retains discretion to <br />subcontract any project or assign it to Union Public Works employees at <br />any time. <br />ARTICLE 20 UNION LEAVE <br />20.01 At the request of the Union, a leave of absence with pay may be granted to any employee <br />selected for a Union office, employed by the Union, or required to attend a Union convention, or <br />perform any other function on behalf of the Union necessitating a suspension of active employment <br />for a period not to exceed two (2) days per contract year. The granting of such a leave will be based <br />upon the operational needs of the employee's department. <br />20.02 The City agrees to the granting of a leave of absence without pay for one (1) employee <br />selected by the Union to be employed by the Union under the following conditions: <br />A. Leaves of absence shall not be longer than one (1) year in duration. <br />B. All fringe benefits of the selected individual shall be terminated one (1) <br />month following the start date of the leave of absence and shall be reinstated <br />one (1) month prior to the employee's return. <br />C. The selected employee shall not be permitted on City property to conduct <br />any Union activity without written agreement. <br />22 <br />
