$1.5 million ARPA grant for recycling. During 2022, the major tasks completed have been the <br /> cleaning of the interceptor, televising, and laser scanning. <br /> Acting Director Papke explained the Public Works department's goals for 2023. These goals <br /> include the management of projects, including design, bid and construction; continued private <br /> development oversight, and utility company projects. <br /> Chair Shachner expressed his and the community's appreciation for the hard work the Public <br /> Works department has done in areas such as Summit and Edgewater. Mr. Papke explained the <br /> difficulty of construction over the past couple years due to shortages of concrete, pipe, and other <br /> materials. <br /> Councilmember Kepple and Rader complimented the Public Works department and the level of <br /> professionalism in the Public Works staff. <br /> Councilmember Litten and Acting Director Papke spoke about capital projects that will <br /> potentially begin on certain streets. They discussed streetlights versus overhead wires and what it <br /> would take to bury certain utilities. The costs and number of utilities is connected to a property <br /> itself. The streets for these projects have not been chosen yet. Acting Director Papke explained <br /> how capital gets financed on larger projects through grant availabilities and loan funds. <br /> Director Rancatore briefly explained the different sources of funding for various projects and <br /> mentioned that the 5-year capital plan is listed within the budget. <br /> Councilmember Bullock asked about the current number of big projects in progress versus how <br /> many projects were done in the past. He questioned needs versus capacity. Director Rancatore <br /> explained that a balancing act between available resources and debt capacity is done to determine <br /> capital budget. Director Rancatore complimented Acting Director Papke in his work with grant <br /> writers to reduce costs of big dollar projects. The budget process is collaborative, and the <br /> department looks at what is important and what needs to get done. <br /> Acting Director Papke explained that the budget for next year is on track for what has been done <br /> previously. He expressed confidence in his staff capacity and their ability to manage these <br /> proj ects. <br /> Substitutions & Finalizations <br /> Finance Director Rancatore explained the rationale for substituting the year-end 2022 <br /> appropriations ordinance as well as the 2022 fourth quarter transfers and advances ordinance, <br /> explaining that when they were prepared six weeks ago, they were based on a snapshot in time. <br /> In the intervening weeks, the finances have been adjusted based on better and new information. <br /> Regarding the transfers and advances ordinance, Director Rancatore explained that the General <br /> Fund supports a number of city funds, and must do so to keep all funds in the positive,per the <br /> State Auditor. <br /> 2 <br />
