****NEW BUSINESS*** <br /> 10. Communication from Councilmember Bullock regarding NOPEC Green Ribbon Award. <br /> Motion by President Litten, seconded by Vice President Kepple to receive and file the <br /> communication. <br /> Discussion: Representatives from NOPEC presented city staff with the Green Ribbon Award and <br /> a monetary prize for its EV charging station project. NOPEC representatives applauded the <br /> project for improving infrastructure and for raising awareness among the public about alternative <br /> transportation. <br /> Councilmember Bullock praised the administration for its work on the EV charging station <br /> proj ect. <br /> Director Leininger remarked on the project, noting that there are now 13 EV charging points <br /> geographically dispersed across the city and thanked NOPEC for its recognition. <br /> 11. RESOLUTION 2023-04 - A RESOLUTION to recognize the heroic efforts of the <br /> Lakewood Animal Safety & Welfare Advisory Board (LASWAB), the Citizen's <br /> Committee for the Lakewood Animal Shelter (COLAS) and the Lakewood Police <br /> Department's Division of Animal Control to rescue dozens of dogs from inhumane <br /> conditions and bring them one step closer to safe, stable homes. <br /> Motion by President Litten, seconded by Vice President Kepple to adopt Resolution 2023-04. <br /> Discussion: Mayor George thanked city staff and the volunteer groups for their work on behalf <br /> of these animals. <br /> Councilmember Marx applauded the efforts of volunteers and animal control officers who came <br /> together on behalf of these animals. She spoke of the challenges that were overcome through <br /> effective collective action. <br /> President Litten remarked that the city is exploring how to prevent such a circumstance from <br /> ever occurring again. <br /> Representatives from Citizen Committee for the Lakewood Animal Shelter and the Lakewood <br /> Animal Safety & Welfare Advisory Board addressed Council, explaining the work that they do <br /> on behalf of animals on a routine basis, and in this particular circumstance. They recognized one <br /> particular expert-volunteer whose contributions were invaluable. They recognized the generous <br /> community donations that were put to use. They applauded the animal control officers who <br /> managed the 41 beagles in a shelter built for only 7 dogs. <br /> Several councilmembers remarked further on the resolution, expressing appreciation to all city <br /> staff and volunteers who played a role.
