and just sharing the great things going on with trees here in the community. I think things are on
the up and up, and it does seem that way, and it is exciting to hear that. I love the fact that we
have these collaborations between government, citizenry, and all these other interests working
toward the same goal ofsustainability, bringing a vibrant arts culture to Lakewood, taking care
of our animals. This meeting is really going the right direction. It's been great and we look
forward to seeing the next report here soon. What I'll do too, I have an oral report today, but I'll
also pull together both presentations and I'll make them publicly available and make sure they
are archived in the records so future generations can see how this all started. This is their first
report, and they really did a phenomenal job. It's hyper-encouraging and I'm really looking
forward to what comes next here in forestry.
Motion by Councilmember Rader, seconded by President Litten, to receive and file report.
Discussion: Councilmember Rader thanked Vice President Kepple for maintaining the Tree
Advisory board after he took a step back from it.
On the motion: All in favor. Motion passed.
9. Report from Public Safety Committee meeting held January 17, 2023.
Councilmember Baker delivered the following oral report:
We had a productive meeting that basically discussed the communication from October Y'd on
behalf of myself, Councilmember Bullock, and Councilmember Shachner related to speed
enforcement trends. We got an update from the Administration with some data collection,
particularly for speeds in school zones, which had some surprising findings. Although, it is just
one snippet of data, but there are instances of which 25-35% ofpeople are going over 10 MPH
of the school speed limit during school times which is pretty troubling to me. That data helps
inform whether or not more data collection is necessary. We talked about that, and we also
talked with ChiefKaucheck about the overtime DTL for speed enforcement. They focused on it
during the two weeks in December before school closed for the winter and the two weeks in
January. Some interesting data there, and I was able to see it just as a resident going around, the
increase of enforcement. Then, we also discussed traffic cameras in school zones. That would
likely require, if it is something the city wanted to do, more data collection in those school zones
to understand how it would work, or collaboration with the Law Department. It's a conversation
I'm willing to continue to have, potentially coming back sometime in May or June after school
has closed to have that discussion and think about potential implementation before the next
school year starts. Those are all things that can come as we discuss with the Administration.
Motion by President Litten, seconded by Vice President Kepple to receive and file report. All in
favor. Motion passed.
5
