21. RESOLUTION 2023-07 - A RESOLUTION to take effect immediately provided it <br /> receives the affirmative vote of at least two thirds of the members of Council, or <br /> otherwise to take effect and be in force after the earliest period allowed by law, <br /> establishing rates of admission to the Lakewood municipal swimming pools located at <br /> Lakewood Park and Madison Park, and superseding Ordinance 10-19 and all other <br /> ordinances inconsistent herewith. (pg. 72) <br /> Councilmember Shachner thanked the Public Works Administration and the Rec Department for <br /> their collaboration and suggested a shift in admission prices for the preference of Lakewood <br /> residents. <br /> Councilmember Bullock requested an analysis to balance staff costs and receive an update to <br /> Lakewood's prices. <br /> Councilmember Baker suggested looking at the rates of peer cities to see where Lakewood's fee <br /> structure fits. <br /> Director Leininger noted that due to the use of county grant funds on this renovation, the city is <br /> not permitted to restrict the use of the pool to non-residents. <br /> Public Works Director Gordon explained that research regarding the rates of other cities is in <br /> progress. <br /> Motion by Acting President Kepple, seconded by Councilmember Bullock to refer Resolution <br /> 2023-07 to Public Works and Sustainability. All in favor. Motion passed. Resolution 2023-07 <br /> referred to Public Works & Sustainability Committee. <br /> 22. Communication from Human Resources Director Dillinger regarding revised salary <br /> ordinance. (pg. 75) <br /> Motion by Acting President Kepple, seconded by Councilmember Bullock to receive and file <br /> communication. All in favor. Motion passed. <br /> 23. ORDINANCE 48-2022A - AN ORDINANCE to take effect immediately,provided it <br /> receives the affirmative vote of at least two thirds of the members of Council, or <br /> otherwise to take effect and be in force after the earliest period allowed by law, to <br /> provide for creating positions and rates of pay for full-time and certain part-time annual <br /> salaried employees and hourly rate employees not covered by a collective bargaining <br /> agreement in the several departments, divisions and offices of the City of Lakewood, <br /> including the Chief of Fire, Chief of Police and Civil Service Commissioners and <br /> superseding Ordinance No. 48-2022. (pg. 76) <br /> Motion by Acting President Kepple, seconded by Councilmember Bullock to defer Ordinance <br /> 48-2022A. All in favor. Motion passed. <br /> 9 <br />
