Motion by Acting President Kepple, seconded by Councilmember Bullock to receive and file <br /> communication. All in favor. Motion passed. <br /> 17. RESOLUTION 2023-06- A RESOLUTION to take effect immediately provided it <br /> receives the vote of at least two thirds of the members of Council, or otherwise to take <br /> effect at the earliest period allowed by law, authorizing the Mayor and/or Director of <br /> Finance or Director of Law to allocate Ninety-Five Thousand Dollars ($95,000) from the <br /> American Rescue Plan to Beck Center for the Arts ("Beck Center") for critical and <br /> unexpected infrastructure problems recently uncovered at the Beck Center's Music and <br /> Creative Arts Therapies Building ("M/CAT Building"), with such funds allocated from <br /> the American Rescue Plan ("ARPA") and Coronavirus State and Local Fiscal Recovery <br /> Funds ("CSLFRF"); (pg. 67) <br /> Discussion: Councilmember Shachner shared his support for the adoption ofResolution 2023-06 <br /> in this meeting to take the aid for the Beck Center out of the pool ofARPA funds. Acting <br /> President Kepple expressed that this could be a great discussion for Committee of the Whole to <br /> speak about individual and collective goals. <br /> Motion by Councilmember Shachner, seconded by Acting President Kepple to adopt Resolution <br /> 2023-06. All in favor. Motion passed. <br /> 18. Communication from Planning Director Leininger regarding Madison Park Master Plan <br /> Planning Services Grant. (pg. 69) <br /> Motion by Acting President Kepple, seconded by Councilmember Rader to receive and file <br /> communication. <br /> Discussion: Councilmember Marx shared that she is looking forward to the improvement of <br /> Madison Park. <br /> On the motion: All in favor.
