Motion by Acting President Kepple, seconded by Councilmember Bullock to receive and file <br /> communication. All in favor. Motion passed. <br /> 10. ORDINANCE 04-2023 - AN ORDINANCE to take effect immediately provided it <br /> receives the affirmative vote of at least two thirds of the members of Council, or <br /> otherwise to take effect and be in force at the earliest period allowed by law, authorizing <br /> the transfer and advance of certain funds. (pg. 21) <br /> Motion by Acting President Kepple, seconded by Councilmember Bullock to refer Ordinance <br /> 04-2023 to the Finance Committee. All in favor. Motion passed. Ordinance 04-2023 referred to <br /> Finance Committee. <br /> 11. Communication from Planning Department regarding Community Health Needs Standing <br /> Committee. (pg. 23) <br /> Motion by Acting President Kepple, seconded by Councilmember Bullock to receive and file the <br /> communication. All members voted in favor. Motion passed. <br /> 12. RESOLUTION 2023-09 — A RESOLUTION to take effect immediately provided it <br /> receives the vote of at least two thirds of the members of Council, or otherwise to take <br /> effect at the earliest period allowed by law, establishing the Community Health Needs <br /> Standing Committee to support the development and implementation of actions related to <br /> identified health needs as well as the consideration of future opportunities for community <br /> partnerships, programming, and other initiatives to build and sustain a culture of health <br /> action in Lakewood. (pg. 24) <br /> Motion by Acting President Kepple, seconded by Councilmember Bullock to refer Resolution <br /> 2023-09 to the Health and Human Services Committee. <br /> Discussion: Assistant Planning Director Baas highlighted the need for a formal structure to <br /> continually advance the recommendations that came out of the community health needs <br /> assessment. He referenced the city's previous wellness initiatives that were less successful <br /> because they lacked such a structure. <br /> Kate Ingersoll of the Healthy Lakewood Foundation shared her vision for the Standing <br /> Committee and how it can help advance the culture of health in the community. <br /> On the motion: All in favor. Motion passed. Resolution 2023-09 referred to Health & Human <br /> Services Committee. <br /> 5 <br />
