Finance Director replied that if not for the ARPA funds, debt would need to be issued in 2024 to <br /> pay for the HAWK crosswalk. <br /> Councilmember Shachner expressed his support for the proposal and spoke to the safety <br /> concerns that this crosswalk will address and the need for it. He expressed his desire to allocate <br /> $175,000 from his individual portion of ARPA funds toward this project. <br /> The Committee engaged in further dialogue on the process of allocating funds. President Litten <br /> clarified that ARPA guidelines permit funds to be allocated and spent after the 12/31/24 deadline <br /> and also that Council reserves the right to adjust funding if projects change in significant ways. <br /> Councilmember Shachner spoke to his personal priorities and how he is evaluating the proposals. <br /> He mentioned that the crosswalk will immediately impact day-to-day life in his ward and has <br /> been his priority since taking office. Other priorities of his include housing and small business <br /> support. <br /> Without any obiection by the committee or the administration, it was confirmed that <br /> Councilmember Shachner will allocate $175,000 of his ARPA funds to the proposed <br /> Madison Avenue HAWK signal. <br /> Madison Court Community Coalition—Madison Park Equipment& Storage - $20,000 <br /> requested <br /> Councilmember Bullock explained that his criteria for priorities are to layer upon existing <br /> investment and to prioritize one-time capital investments that create value for years to come. He <br /> explained that his proposal meets these criteria by building upon the city's existing investments <br /> at the park. He explained the specifics of the proposal which include a storage shed with tables <br /> and chairs to help facilitate more events. He read into the record a letter of support for the <br /> proposal by the Madison Court Community Coalition. <br /> It was confirmed that Councilmember Bullock will allocate $20,000 from his personal <br /> allocation toward this proposal. <br /> Director Leininger expressed a preference to incorporate this proposal into the Madison Park <br /> Master Plan so that the proposed structure is appropriately placed within the park and holistically <br /> incorporated. <br /> Councilmember Bullock and Director Leininger exchanged further remarks on how this proposal <br /> integrates with the Madison Park Master Plan. Director Leininger requested that the proposal be <br /> earmarked and implemented at the conclusion of the Master Plan. <br /> Councilmember Marx expressed a preference for holding off on this allocation under the Master <br /> Plan is completed. She added that public comment will be helpful to understand the community <br /> needs and goals for that park. <br /> 2 <br />
