MINUTES OF COMMITTEE OF THE WHOLE <br /> April 3, 2023 <br /> AUDITORIUM <br /> Present: Councilmembers Baker, Bullock, Kepple, Litten, Marx, Rader, Shachner <br /> Also Present: Mayor George, Fire Chief Dunphy, Law Director Vargo, Assistant Human <br /> Services Director Jaissle, Assistant Director of Planning Baas, Public Works Director Gordon, <br /> Finance Director Rancatore, Chief Information Officer Coletta, Chief of Staff Storey <br /> Call to Order: 6:08 p.m. <br /> Approval of the minutes of the March 6, 2023 Committee of the Whole. <br /> Motion was made and seconded to approve the minutes of the March 6, 2023 Committee of the <br /> Whole. All members voted in favor. Motion passed. Minutes approved. <br /> Communication from President Litten regarding ARPA funds. (Referred to COW <br /> 9/6/22) <br /> Communication from President Litten &Vice President Kepple regarding ARPA <br /> Application (referred to COW 2/21/23) <br /> Cove Community Center Generator Proposal <br /> Assistant Director Jaissle introduced the proposal and explained that a generator was originally <br /> planned for Cove Community Center but was displaced by other pressing needs at the site. She <br /> explained that the previous senior center, Lawther Senior Center, had a generator which made <br /> the space suitable for serving as an emergency shelter in cases of power outages or as a cooling <br /> center during extreme temperatures. Ms. Jaissle referenced the city's responses during previous <br /> storms and extreme weather events and the city's goal to have Cove serve as an emergency <br /> shelter 365 days a year 24/7. She added that if power is lost at Cove, then the food associated <br /> with senior meals would be compromised. <br /> Ms. Jaissle went on to discuss the technical considerations of the proposal, various options and <br /> estimated prices for each option. <br /> Ms. Jaissle contextualized the proposal with information about Cove's other needs including <br /> parking and storage. She emphasized that the generator project ought not take away any existing <br /> parking. She shared that the site's existing storage garage is prone to flooding and that it also <br /> limits the amount of space for a generator. <br /> As a sponsor of the proposal Vice President Kepple remarked on the importance of providing <br /> emergency warming and cooling to residents in emergencies. She mentioned the importance of <br /> accomplishing this goal while at the same time meeting the city's clean energy goals. <br /> 1 <br />
