WHEREAS, the -Summer Sprinkling Program allows residents to pay an average of their sewer bills instead of what would normally be billed based on water usage to encourage watering of lawns, flowers and trees and the general beautification of private properties; and WHEREAS, currently the Summer Sprinkling Program is in effect from July 1 - September 30, which period does not cover the entire watering season in Northeast Ohio; and WHEREAS, the Administration seeks to extend the program by one month to incentivize residents to water lawns, flowers and trees throughout the entire watering season; and WHEREAS, as set forth in Section 2.12 of the Third Amended Charter of the City of Lakewood, this Council by a vote of at least two thirds of its members determines that this ordinance is an emergency measure and that it shall take effect immediately, and that it is necessary for the immediate preservation of the public property, health, and safety and to provide for the usual daily operation of municipal departments, in that this change should be in effect for the 2023 growing season; now, therefore, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF LAKEWOOD: Section 1. That section 902.13, Summer Sprinkling Program, of the Lakewood Codified Ordinances, currently reading as follows: 902.13 SUMMER SPRINKLING PROGRAM. The City of Lakewood Division of Water is authorized to provide a Summer Sprinkling Program for residents commencing July 1 and ending September 30 of each year for owner- occupied homes of one-, two-, three- and four -family residential accounts in good standing. Upon the customer's request by written application on a form prescribed by the Director of Finance summer sewer bills issued during the months of July, August and September July 1 to September 30 of each year would be based on an average of sewer bills issued for the previous four months (January through April). All applications must be completed at or before April 30 of each year. The Division of Utility Divisions will calculate the summer sprinkling discount The Summer Sprinkling Program will not affect or replace the city's current sewer -exempt program. is hereby repealed.
