902.13 SUMMER SPRINKLING PROGRAM. <br />The City of Lakewood, Division of Water, is authorized to provide a Summer Sprinkling Program <br />for residents commencing June 1 and ending September 30 of each year for owner- occupied homes <br />of one-, two-, three- and four -family residential accounts in good standing. Upon the customer's <br />request by written application on a form prescribed by the Director of Finance, summer sewer bills <br />issued for the months of June, July, August and September of each year would be based on an <br />average of the sewer bills issued for the previous four months (January through April). All <br />applications must be completed by April 30 of each year. The Division of Utility will calculate the <br />average sewer charge for the customer, which will reflect the summer sprinkling discount. The <br />Summer Sprinkling Program will not affect or replace the City's current sewer -exempt program. <br />Section 3. It is hereby found and determined that all formal actions of this Council <br />concerning and relating to the adoption of this Ordinance were passed in an open meeting of <br />this Council, and that all deliberations of this Council and of any of its committees that resulted <br />in such formal action, were in meetings open to the public, in compliance with all legal <br />requirements including R.C. Section 121.22. <br />Section 4. This ordinance is hereby declared to be an emergency measure necessary for <br />the immediate preservation of the public peace, property, health, safety and welfare in the City <br />and for the usual daily operation of the City for the reasons set forth and defined in the preamble <br />to this ordinance, and provided it receives the affirmative vote of at least two thirds of the <br />members of Council this ordinance shall take effect and be in force immediately upon its <br />adoption by the Council and approval by the Mayor; otherwise, it shall take effect and be in force <br />after the earliest period allowed by law. <br />Adopted: <br />Approved: q/6 / ( 713 <br />oh en, President of Council <br />Maureen M.
