MINUTES OF A MEETING OF LAKEWOOD CITY COUNCIL AUDITORIUM APRIL 17, 2023 7:30 P.M. Regular Meeting of the Lakewood City Council called to order at 7:43 PM by Acting President Kepple Present: Kyle Baker, Thomas R. Bullock III, Sarah Kepple, Cindy Marx, Tristan Rader, Jason Shachner Also Present: Mayor George, Finance Director Rancatore, Police Chief Kaucheck, Public Works Director Gordon, Law Director Ernie Vargo, Fire Chief Dunphy, Human Services Director Berry, Clerk Bach and Council staff Motion by Vice President Kepple, seconded by Councilmember Bullock to excuse the absence of President Litten. All members voted in favor. Motion passed. Motion by Vice President Kepple, seconded by Councilmember Bullock to approve the minutes of the April 3, 2023 General Meeting without the necessity of a reading. All in favor. Motion passed. ****OLD BUSINESS*** 1. Report from Committee of the Whole meeting held April 10, 2023. Motion by Vice President Kepple, seconded by Councilmember Bullock to receive and file the report. All members voted in favor. Motion passed. 2. ORDINANCE 08-2023 (Originally noticed as Resolution 2023-12)-AN ORDINANCE to take effect immediately provided it receives the affirmative vote of at least two thirds of the members of Council, or otherwise to take effect and be in force after the earliest period allowed by law, authorizing and directing the Mayor to enter into an amendment to the concession lease agreement with HELP Foundation, Inc. for the operation of food concessions at Lakewood Park,pursuant to Section 155.08 of the Codified Ordinances. (I" read and referred to PWS 03106123; 2"d reading 413123) Motion by Vice President Kepple, seconded by Councilmember Bullock to adopt Ordinance 08- 2023. All members voted in favor. Motion passed. Ordinance 08-2023 adopted. 1
