3. Report from Housing, Planning & Development Committee meeting held April 17, 2023. <br /> Councilmember Bullock delivered the following oral report: <br /> The Housing Committee met tonight, immediately prior to this meeting, with all <br /> members of the committee and the other present councilmembers attending. We had a <br /> very detailed and though ful discussion to begin, but not conclude, a proposed change <br /> to the Zoning Code to potentially allow greater density to occur in the R2 district and <br /> other areas of the city, both for accessory dwelling units and expanded lot coverage by <br /> making a series ofchanges. It is a big concept in an attempt to be responsive to a robust <br /> discussion across Lakewood about the need for affordable housing and for more <br /> housing options and to accommodate aging in place. These are all very meaningful <br /> potential changes, so we are taking our time in City Council to think it through, to <br /> research, to discuss and get public input (we got some of that tonight). Also, we <br /> acknowledge that the Planning Commission are our peers and colleagues in this <br /> deliberation, as called for under our rules, and I think under our City Charter. The <br /> Administration did a fine job of framing the discussion, presenting research and <br /> analysis, which was very helpful. We are going to continue this discussion at some <br /> future date to be announced. We concluded with no action, but we will resume work int <br /> eh near future and continue to engage the public on this important topic. <br /> Motion by Councilmember Bullock, seconded by Vice President Kepple to receive and file the <br /> oral report. All members voted in favor. Motion passed. <br /> ***NEW BUSINESS*** <br /> 4. Announcement from President Litten regarding appointments to the Citizens Advisory <br /> Committee. <br /> Motion by Vice President Kepple, seconded by Councilmember Bullock to receive and file the <br /> communication. All members voted in favor. Motion passed. <br /> 5. Report from the National League of Cities Conference from Vice President Kepple. (to be <br /> provided) <br /> Vice President Kepple provided the attached report from the National League of Cities <br /> Conference. Motion by Vice President Kepple, seconded by Councilmember Bullock to receive <br /> and file the report. All members voted in favor. Motion passed. <br /> 6. Communication from Law Director Vargo regarding Opioid Litigation Settlement. <br /> Motion by Vice President Kepple, seconded by Councilmember Bullock to receive and file the <br /> communication. <br /> 2 <br />
