Discussion: In response to a question, Director Vargo explained that the City had previously <br /> entered into a settlement agreement with the major opioid distributors and one manufacturer. The <br /> City has already received approximately $10,000 from that settlement. Tonight's legislation is a <br /> separate settlement agreement with the large pharmacies that filled opioid prescriptions. Director <br /> Vargo noted that agreeing to enter into the settlement will not guarantee that it will go forward. <br /> In response to a question, Director Vargo stated that the administration is committed to using the <br /> funds on human services-related activities such as opioid abatement. Director Berry added that his <br /> team is working on ideas for spending the funds and will be launching a support program for <br /> families impacted by addiction. The program will go forward using the funds received in the <br /> previous settlement. <br /> On the motion: All members voted in favor. Motion passed. <br /> 7. RESOLUTION 2023-18 — A RESOLUTION to take effect immediately provided it <br /> receives the affirmative vote of at least two thirds of the members of Council, or otherwise <br /> to take effect and be in force after the earliest period allowed by law, authorizing the Mayor <br /> or her designee to enter into an agreement to participate in the settlement of opioid claims <br /> with other communities and the State of Ohio with Teva, Allergan, CVS, Walgreens, and <br /> Walmart (the "Settling Defendants"). <br /> Motion by Vice President Kepple,seconded by Councilmember Bullock to adopt Resolution 2023- <br /> 18. All members voted in favor. Motion passed. Resolution 2023-18 adopted. <br /> 8. Communication from Building Commissioner Parmelee regarding Certificate of Code <br /> Compliance for all rental properties. <br /> Motion by Vice President Kepple, seconded by Councilmember Bullock to receive and file. <br /> Discussion: Councilmember Rader applauded Commissioner Parmelee for bringing this <br /> legislation forward. He mentioned some questions that he anticipates discussing in committee such <br /> as how this change will impact Building Department operations. <br /> All members voted in favor. Motion passed. <br /> 9. ORDINANCE 09-2023 - AN ORDINANCE amending Section 1173.01 Certificate of <br /> Code Compliance of the Lakewood Codified Ordinances to require inspection and <br /> certification of all properties formally owner-occupied that become rental properties. <br /> Motion by Vice President Kepple, seconded by Councilmember Bullock to refer Ordinance 09- <br /> 2023 to Housing, Planning & Development Committee. All members voted in favor. Motion <br /> passed. Ordinance 09-2023 referred to Housing, Planning & Development Committee. <br /> 3 <br />
