10. Communication from Building Commissioner Parmelee regarding Building Safety Month. <br /> Motion by Vice President Kepple, seconded by Councilmember Bullock to receive and file. All <br /> members voted in favor. Motion passed. <br /> 11. RESOLUTION 2023-19 -A RESOLUTION declaring May 2023 Building Safety Month <br /> within the City of Lakewood. <br /> Motion by Vice President Kepple,seconded by Councilmember Bullock to adopt Resolution 2023- <br /> 19. All members voted in favor. Motion passed. Resolution 2023-19 adopted. <br /> 12. Communication from Human Services Director Berry regarding Youth Council By-laws <br /> Resolution. <br /> Motion by Vice President Kepple, seconded by Councilmember Bullock to receive and file. All <br /> members voted in favor. Motion passed. <br /> 13. RESOLUTION 2023-20 - A RESOLUTION to take effect immediately provided it <br /> receives the affirmative vote of at least two thirds of the members of Council, or otherwise <br /> to take effect and be in force after the earliest period allowed by law, approving the <br /> amended bylaws of the Lakewood Youth Council. <br /> Director Berry requested passage of the resolution tonight due to the fact that the Youth Council <br /> has been struggling to do business for lack of quorum. In response to a question, Director Berry <br /> explained that the Youth Council is unique in that Council and the mayor must approve changes <br /> to its by-laws. <br /> Councilmember Shachner expressed support for the proposed changes after reviewing them. <br /> In response to a question, Director Berry explained that these changes were discussed and drafted <br /> by the Youth Council in response to challenges getting quorum. After that the changes were <br /> reviewed by the Law Department and the group's advisor. <br /> Councilmembers Bullock and Kepple expressed a preference for hearing directly from the Youth <br /> Council before taking a vote. <br /> Motion by Vice President Kepple, seconded by Councilmember Bullock to refer Resolution 2023- <br /> 20 to Rules & Ordinances Committee. All members voted in favor. Motion passed. Resolution <br /> 2023-20 referred to Rules & Ordinances Committee. <br /> 4 <br />
