Councilmember Shachner spoke about the potential concern for the impact of parking in <br /> Lakewood's densely populated area, but also mentioned the benefits of elderly and familial <br /> independence with the use of a built-in structure instead of the garage. He mentioned the increase <br /> of options with the second structure. <br /> Chair Bullock shared his appreciation for the leadership that has taken place and expressed an <br /> open mind for different approaches regarding the ordinance. He commended the hard work that <br /> residents and business owners have done to maintain property values in Lakewood. <br /> Councilmember Kepple and Councilmember Shachner clarified that the emergency language is <br /> included in most legislation as a way for an ordinance to become effective immediately after <br /> passage. Without the emergency language, the ordinance would become effective after 40 days <br /> of passage. Councilmember Kepple explained that the process to pass the ordinance does not <br /> speed up because of the emergency language, and she reiterated that even if recommended for <br /> adoption, it could not become law tonight. <br /> Director Leininger mentioned the preference for the emergency language but explained that the <br /> Planning Department can wait 40 days if Council wishes to remove it. <br /> Director Leininger gave a presentation on the ordinance and accessory dwelling units (ADUs). <br /> Some ADUs are detached, but the main priority is on the attached units. He explained the effects <br /> on the R-2 zoning district and showed a map highlighting the R-2 zoning. He went over the <br /> current primary lot coverage and explained the benefits of unlocking square footage for a <br /> secondary unit. <br /> Director Leininger compared the maximum primary lot coverage of Lakewood to surrounding <br /> cities and mentioned that even though Lakewood is the densest, there is less lot coverage than <br /> the others. Director Leininger shared that the ordinance will likely be discussed at the May 4' <br /> Planning Commission meeting. <br /> Chair Bullock and Director Leininger clarified that the 10% increase of lot coverage adds square <br /> footage to a property and that the primary structure will not affect the accessory structure. There <br /> is potential for the accessory structure in the future. <br /> Chair Bullock asked about the compliance within lot audits today. Director Leininger explained <br /> that the Planning staff did an analysis throughout the community, and most of Lakewood is in <br /> compliance with the 25% maximum lot coverage requirement. <br /> Chair Bullock asked about the requirements of private property owners. Director Leininger <br /> responded that property owners could build the accessory units without the approval of ABR but <br /> would still need BZA approval. <br /> Councilmember Baker mentioned that the ordinance unlocks the potential for 6,000 units and <br /> shared his interest in what actual effect the volume would have on 50% of the city. <br /> Councilmember Shachner recognized Michelle Nochta for her work on the ordinance and shared <br /> his support of potential additional space accommodating the growing families in Lakewood. <br />
