Horatio Longu— 10 780 River Edge Drive Mr. Longu opposed Ordinance 10-2023 and spoke <br /> about free enterprise at the local level. He mentioned the need for Council to consider the input <br /> of the people before adoption of the ordinance. <br /> Vice President Kepple announced that Council has received four e-comments in support of <br /> Ordinance 10-2023. <br /> Councilmember Rader thanked Mayor George and Councilmember Bullock for bringing the <br /> ordinance forward. He thanked the public for their comments and clarified that this is the first <br /> time Council is reading the ordinance. Councilmember Rader mentioned that there are many <br /> decisions Council still needs to make. <br /> President Litten mentioned the constructive items that Council can still consider regarding <br /> Ordinance 10-2023. <br /> Councilmember Baker suggested for the Administration to reach out to the business owners for <br /> reasonable suggestions to balance the interest ofthe residents of Lakewood with the business <br /> corridor. <br /> Councilmember Shachner clarified that the ordinance read tonight was the first draft and that <br /> changes can still be made. Councilmember Shachner and Councilmember Marx encouraged the <br /> public to come to the Committee meeting for more dialogue. <br /> Director Leininger spoke about the low vacancy rate in Lakewood where it is difficult to place <br /> businesses in units because of the low volume. <br /> On the motion: All in favor. Motion passed. Ordinance 10-2023 was referred to Housing,Planning <br /> & Development Committee as substituted. <br /> 9. Communication from Mayor George regarding Ord. 505.13- Animal "Barking or <br /> Howling". (pg. 99) <br /> Motion by President Litten, seconded by Vice President Kepple to receive and file communication. <br /> Discussion: Councilmember Marx thanked the Mayor and the Administration for their work on <br /> Ordinance 11-2023 and for finding the best way for residents to feel comfortable with their pets. <br /> President Litten referenced the recent high-profile animal issue in Ward 3 that the previous <br /> ordinance failed to address. He mentioned that Ordinance 11-2023 provides relief to Lakewood <br /> residents and pets. <br /> On the motion: All in favor. Motion passed. <br /> 10. ORDINANCE 11-2023 - AN ORDINANCE to take effect immediately provided it <br /> receives the affirmative vote of at least five (5) members of Council, or otherwise to take <br /> effect and be in force after the earliest period allowed by law, to amend Chapter 505.13, <br /> 5 <br />
