Barking or Howling Prohibited, of the Codified Ordinances of the City of Lakewood for <br /> the purpose of changing the penalty for repeat offenses of this section and adding gender <br /> neutral language. (pg. 100) <br /> Motion by President Litten, seconded by Vice President Kepple to refer Ordinance 11-2023 to <br /> Rules & Ordinances Committee. All in favor. Motion passed. <br /> 11. Communication from Director Dillinger regarding Chapter 144 Civil Service Commission. <br /> (pg. 102) <br /> Motion by President Litten, seconded by Vice President Kepple to receive and file communication. <br /> All in favor. Motion passed. <br /> 12. ORDINANCE 12-2023 - AN ORDINANCE to take effect immediately provided it <br /> receives the affirmative vote of at least five (5) members of Council, or otherwise to take <br /> effect and be in force after the earliest period allowed by law, to amend Section 144.14 <br /> Original Appointment to the Division of Police, of the Codified Ordinances of the City of <br /> Lakewood for the purpose of modifying the lateral hire process. (pg. 103) <br /> Motion by President Litten, seconded by Vice President Kepple to refer Ordinance 12-2023 to <br /> Public Safety. <br /> Discussion: Councilmember Baker and Mayor George suggested the referral of Ordinance 12- <br /> 2023 to Committee of the Whole, given the tight timeline. <br /> Motion by President Litten, seconded by Vice President Kepple to amend previous motion and <br /> refer Ordinance 12-2023 to Committee of the Whole. <br /> Discussion: Vice President Kepple and Director Dillinger spoke about the discussions taking <br /> place with the City unions. New information will potentially be provided by the May 8 Committee <br /> of the Whole. <br /> On the motion: All in favor. Motion passed. Ordinance 12-2023 referred to Committee of the <br /> Whole. <br /> 13. Communication from Director Berry regarding ME/WE Substance Misuse Program. (pg. <br /> 106) <br /> Motion by President Litten, seconded by Vice President Kepple to receive and file communication <br /> and refer to Health & Human Services. <br /> Discussion: Councilmember Bullock thanked Director Berry and the Public Works Department <br /> for the work done on this new program and explained that it will be helpful for families in <br /> Lakewood. <br /> On the motion: All in favor.
