Director Dillinger mentioned that the language will <br />be presented to the Civil Service Commission tomorrow for their approval as a rule change. <br /> <br />Councilmember Bullock asked if 40% hired via lateral entry is expected to be the new norm. Chief <br />Kaucheck explained that the percentage is more for flexibility and that it is not expected to reach <br />40%. The proportion of lateral hires was explained to be historically low. <br /> <br />A role call was taken as follows: <br />Yeas- Baker, Bullock, Kepple, Litten, Marx, Rader, Shachner <br />Nays- <br /> <br />On the motion: Motion passed. Ordinance 12-2023 was substituted. <br /> <br />Motion by President Litten, seconded by Vice President Kepple to suspend the rules to adopt the <br />ordinance on second reading. <br />Discussion: Councilmember Bullock clarified with Director Dillinger that the substituted <br />ordinance will go to Civil Service tomorrow to amend the rule. <br /> <br />A role call was taken as follows: <br />Yeas- Baker, Bullock, Kepple, Litten, Marx, Rader, Shachner <br />Nays- <br /> <br />On the motion: Motion passed. Report from Housing, Planning & Development Committee meeting held May 15, 2023. <br />(to be provided) <br /> <br />Chair Bullock gave the following communication: <br /> <br />The Housing Committee met today prior to tonightÓs Council meeting with all members present. <br />We discussed a proposed ordinance related to ensuring that certificates of Code Compliance be <br />not only required but conducted and then fulfilled by property owners that change their use from <br />owner-occupied to 100% rental. There was some discussion about the background for this and <br />what is involved in complying with it. <br /> <br />It was also discussed that the scope of this would apply to commercial properties in theory. It <br />could, but in practice this is really focused on residential properties. I donÓt know that we know of <br />a case where an owner occupant lives in a commercial scale either mixed use or residential <br />apartment building. The spirit of the proposal is that the health and safety of the property be <br />ensured prior to it becoming a non-owner-occupied rental. For example, carbon monoxide risk <br />from water heaters and furnaces that use natural gas, electric and plumbing issues, fire safety, <br />prevention equipment to make sure that is all in compliance.
