I think that was great, and they also recognized that because of their busy schedules as they move <br />into adulthood, and we all know how busy we get, that they found that many times they couldnÓt <br />meet quorum at their meetings because some of the students had other activities and events that <br />took them away from these meetings. They did change that requirement of how they addressed <br />absences. They handled it in a very professional manner, and IÓm very impressed with how they <br />managed to create the change. So, job well done. <br />Now I would like to address the ordinance that LASWAB brought forward that was to give more <br />power to animal control officers as they move forward with complaints related to barking and <br />howling of dogs in the community. They have worked with the mayorÓs office to recommend <br />changes whereby once they address these issues, they have greater leverage in earlier intervention <br />with regards to resolving recurring violations. Animal control officers will have a greater weight <br />when called forward for nuisances of barking dogs. <br />Motion by Councilmember Marx, seconded by President Litten to receive and file communication. <br />Discussion: In response to a question by President Litten, Councilmember Marx recommended <br />adoption of Ordinance 11-2023 upon second reading. <br />On the motion: All in favor. Motion passed. <br />6.ORDINANCE 11-2023 - AN ORDINANCE to take effect immediately provided it <br />receives the affirmative vote of at least five (5) members of Council, or otherwise to take <br />effect and be in force after the earliest period allowed by law, to amend Chapter 505.13, <br />Barking or Howling Prohibited, of the Codified Ordinances of the City of Lakewood for <br />the purpose of changing the penalty for repeat offenses of this section and adding gender <br />st <br />neutral language. (1 read & referred to R&O 5/1/23) (pg. 7) <br />President Litten asked the administration to explain the request for adoption upon second reading. <br />Law Director Vargo explained that the suspension of rules to adopt on second reading would be <br />out of consideration and respect of the Advisory Board. However, from an administrative <br />standpoint, the adoption on second reading is not necessary. <br />Councilmember Rader expressed a preference for following the regular timeline for adoption. <br />Motion by President Litten, seconded by Vice President Kepple to defer. All in favor. Motion <br />passed. Ordinance 11-2023 deferred. <br />7.RESOLUTION 2023-20 - A RESOLUTION to take effect immediately provided it <br />receives the affirmative vote of at least two thirds of the members of Council, or otherwise <br />to take effect and be in force after the earliest period allowed by law, approving the <br />amended bylaws of the Lakewood Youth Council.
