RESOLUTION 2023-27 - A RESOLUTION to take effect immediately provided it <br />receives the affirmative vote of at least two thirds of the members of Council, or otherwise <br />to take effect and be in force after the earliest period allowed by law, permitting the Mayor, <br />Director of Public Works, Finance Director and Purchasing Manager to apply for, accept, <br />and enter into a Water Supply Revolving Loan Account (ÐWSRLAÑ) Agreement on behalf <br />of the City of Lakewood for the construction of the 2023 Watermain and Lead Service Line <br />Replacement Project (ÐWater FacilitiesÑ); and designating a dedicated repayment source <br />for the loan. (pg. 51) <br /> <br />Motion by President Litten, seconded by Vice President Kepple to adopt Resolution 2023-27. <br /> <br />Discussion: Councilmember Rader expressed his preference for referral to a committee. He asked <br />the administration to explain the need for quick passage. <br /> <br />st <br />Director Gordon replied that the application deadline is June 1 and requires a resolution from <br />Council. Director Gordon explained that the city would apply for the same funding next year and <br />would provide more lead time to accommodate a committee hearing. He clarified that the funding <br />for the project was already authorized and the application is for a 0% loan. <br /> <br />Council and the administration discussed various details of the financing and schedule for the <br />project. <br /> <br />On the motion: All in favor. Motion passed. Resolution 2023-27 was adopted. <br /> <br />25. Communication from Chief Kaucheck regarding National Police Week. (pg. 53) <br /> <br />Motion by President Litten, seconded by Vice President Kepple to receive and file communication. <br />All in favor. Motion passed. <br /> <br />26. RESOLUTION 2023-28 - A RESOLUTION recognizing the week of May 14, 2023 as <br />Peace Officer Memorial Week in the City of Lakewood. (pg. 54) <br /> <br />Motion by President Litten, seconded by Vice President Kepple to adopt Resolution 2023-28. <br /> <br />Discussion: Councilmember Bullock expressed support for the resolution and for the police. He <br />thanked Lakewood Police for their service. <br /> <br />On the motion: All in favor. Motion passed. Resolution 2023-28 was adopted. <br /> <br />27. Communication from Chief Kaucheck regarding Grant from the Cleveland Clinic Fairview <br />Hospital/Straight from the Heart committee and the Community West Foundation.
