<br />MINUTES OF THE HOUSING, PLANNING & DEVELOPMENT COMMITTEE <br />MAY 15, 2023 <br />AUDITORIUM <br />Present: Councilmembers Bullock (Chair), Kepple & Shachner <br />Also Present: Councilmembers Rader, Baker & Marx, Mayor George, Law Director Vargo, <br />Planning Director Leininger, Assistant Building Commissioner Wagner, Deputy Clerk Hamideh <br />taking minutes & members of the public <br />Call to Order: 6:03 p.m. <br /> <br />Approval of the minutes of the April 17, 2023 Housing, Planning & Development <br />Committee meeting. <br /> <br />Motion was made and seconded to approve the minutes of the April 17, 2023 Housing, Planning <br />& Development Committee meeting. All members voted in favor. Motion passed. Minutes <br />approved. <br />*** <br />ORDINANCE 09-2023 - AN ORDINANCE amending Section 1173.01 Certificate of <br />Code Compliance of the Lakewood Codified Ordinances to require inspection and <br />st <br />certification of all properties formally owner-occupied that become rental properties. (1 <br />read & referred to HPD 4/17/23) <br />Chair Bullock clarified that the ordinance does not propose a change to point of sale <br />requirements in Lakewood regarding property transfers. He encouraged conversation from <br />Lakewood realtors. <br />Mayor George commented on Commissioner Parmelee’s proactiveness to start inspections for <br />properties that are shifting from owner-occupied to rental. <br /> <br />Assistant Commissioner Wagner explained that the city does not currently require an inspection <br />when a rental property changes designation from owner occupied to non-owner occupied. This <br />ordinance proposes to require an inspection in those circumstances. <br /> <br />The committee discussed the separate matters of point-of-sale inspections, which this ordinance <br />does not affect. <br /> <br />Chair Bullock clarified that the proposed change would only apply if the owner leaves the <br />property entirely. <br />Assistant Commissioner Wagner explained the safety inspection that is proposed in the <br />ordinance. He mentioned the exterior and interior, including the maintenance of appliances. <br />Chair Bullock and Assistant Commissioner Wagner spoke about the emphasis on safety issues <br />like carbon monoxide detectors, smoke detectors, handrails, and outlets.
