Assistant Commissioner Wagner described that an inspection could <br />be done in 5-7 days and the report would be given within a day after the inspection is completed. <br />Councilmember Kepple asked if many owner-occupied rental properties shift to non-owner- <br />occupied rentals in Lakewood. Assistant Commissioner Wagner explained that the information is <br />not available yet because there is no requirement currently to make the Building Department <br />aware of the shift. <br /> <br />Councilmember Kepple and Assistant Commissioner Wagner spoke about the potential of a <br />license being required in the case of an Airbnb situation. There was a question regarding the <br />rental of a property for a weekend versus fully renting the property out. <br /> <br />Councilmember Baker asked about the cost of the license and the potential cost of inspection. <br />Assistant Commissioner Wagner explained the $75 fee for the code compliance inspection <br />before the property becomes a rental, the annual updated housing license, and a property <br />maintenance inspection every three years. They spoke about potential correction notices within <br />30 days for small issues depending on the severity of the hazard. Mr. Wagner explained that <br />mediation would be left up to the Housing Court. <br /> <br />Councilmember Rader spoke in support of the ordinance and asked about the change in <br />workflow for inspectors. Assistant Commissioner Wagner explained that the ordinance has a <br />potential to add up to 100 extra inspections a year in Lakewood, causing minimal impact on <br />workflow. There may be a beginning work rush for people currently renting properties without a <br />housing license. <br /> <br />Councilmember Bullock asked Assistant Commissioner Wagner whether all properties would <br />have to comply with the section of the potential ordinance regardless of how long the property <br />owner has been renting out the property. <br /> <br />Councilmember Bullock requested the use of specific numbers for the next meeting regarding <br />any series of complaints that may have prompted the ordinance. He also asked Assistant <br />Commissioner Wagner whether the ordinance has a potential to impact commercial properties in <br />which the property-owner has moved out of an attached unit. <br /> <br />Motion by Councilmember Kepple, seconded by Chair Bullock to refer Ordinance 09-2023 <br />favorably out of Committee to Full Council. <br /> <br />Housing, Planning & Development Committee adjourned at 6:29 p.m. <br />2 <br /> <br />
