4. Report from Public Works & Sustainability Committee meetings held June 12, 2023 & <br />June 20, 2023. (to be provided) <br /> <br />The following report was delivered by Councilmember Rader: <br /> <br />th <br />We met on June 12 to hear Resolution 2023-32. City Engineer Mark Papke discussed the <br />resolution, which directs the administration to prepare and execute an application for congestion, <br />mitigation air quality funds. Basically, we are seeking funding for five traffic signal replacements <br />in 2029, three of which are in Ward 1 in the southwest corner of Lakewood and the rest are in <br />central Lakewood. These traffic signals are the more modern variety called control arm lights and <br />they are replacing old-fashioned hanging signals. Theya re much brighter and there are a number <br />of additional safety features which we discussed. The proposal requires that the city pay 20% of <br />the estimated $1.348 million replacement cost of these lights. There was a spirited discussion <br />about whether this was an appropriate use of these funds and this application. The committee <br />ultimately did unanimously recommend this back to Council with a recommendation for adoption <br />tonight. <br /> <br />th <br />We met again tonight Î June 20 to hear Resolution 2023-31, which authorizes the Mayor to enter <br />into an operating agreement with Lakewood Community Ice to operate Winterhusrst Ice Rink. The <br />biggest shift in this agreement is that it is a fee-for-service model, which is different from the profit- <br />driven model of the former agreement. That means that we will pay the provider $160,000 per <br />year to administrate the ice rink and the city will receive the revenues. Both the Planning <br />Department and the Law Department agreed that the intent and the goal is to make this revenue <br />neutral. I voiced my opinion that even if this were not revenue-neutral, this is something worth <br />supporting. ItÓs great to have that goal and its also good to invest. The administration also believed <br />that there is enough built into this agreement that there would be some capital improvement costs <br />funded through this enterprise fund, which has been used historically to pay for the ice rink. I felt <br />that was a pretty good solution since the ice rink does need some improvements over the years in <br />order to maintain that asset to the community. I was very happy to hear that Lakewood Community <br />Ice are very deeply connected to Lakewood. I feel very confident that they will work with the <br />administration to find a better balance to improve community access to our great ice rink. We <br />know that it needs some improvements, and they acknowledge that. IÓm also satisfied that the <br />agreement and the balance of revenues and expenses will be struck with the number we came down <br />to. I will note that we received this agreement at 12:00 p.m. today. Councilmember Baker had <br />asked that we have more time to review the document and to see the financials. Those financials <br />were received moments ago, and I ask that those be entered into the record with this report. We <br />referred this back to Council tonight for consideration with no recommendation for or against. We <br />were hoping for some more discussion here and that Mr. Baker has some comments on this report. <br /> <br />Motion by Councilmember Rader, seconded by President Litten to receive and file the report.
