A representative of LCI spoke about the credentials of the operating officer who will oversee these functions. RESOLUTION 2023-32 Î A RESOLUTION to take effect immediately provided it receives the affirmative vote of at least five members of Council, or otherwise to take effect and be in force after the earliest period allowed by law, authorizing the City Engineer of the City of Lakewood to prepare and execute an application for Congestion Mitigation and Air Quality (CMAQ) funds for the stated described project and to submit same to the Northeast Areawide Coordinating Agency (NOACA) for consideration of funding by Ohio Association of Regional Councils (OARC) on behalf of Lakewood. (Referred to PWS 6/5/23) (pg. 10) Motion by President Litten, seconded by Vice President Kepple to adopt Resolution 2023-32. All members voted in favor. Motion passed. Resolution 2023-32 adopted. *** 7. Report from Public Safety Committee meeting held June 20, 2023. (to be provided) Chair Baker delivered the following report: We had our Public Safety Committee meeting whereby Chief Kaucheck went over the 2022 police annual report. The department is now fully staffed so a lot of the staffing challenges that were present in 2021 and 2022 have been brought up to snuff. Violent crime is down. Overdoses reported and overdose deaths are down. There are enhanced speed citations. Speed enforcement is one part of keeping our community safe and I applaud the police department for doing that. Car thefts were up in 2022 related to Kias being stolen and some of the popular culture around stealing them, more for joy than for property acquisition. Those numbers have gone down in 2023. Motion by Councilmember Rader, seconded by Vice President Kepple to receive and file the report. All members voted in favor. Motion passed. *** 8. ORDINANCE 14-2023 - AN ORDINANCE to take effect immediately provided it receives the affirmative vote of at least two thirds of the members of Council, or otherwise to take effect and be in force at the earliest period allowed by law, authorizing the transfer stnd and advance of certain funds.
