Motion by President Litten, seconded by Councilman Rader, to adopt Resolution 2023-42. <br />Discussion: Councilman Rader asked Director Gordon to further expand upon grants and low-cost <br />loans relating to the Public Works Department. Director Gordon responded by explaining that if <br />Lakewood receives the grant, it will utilize those grant funds for the Watermain Project. If they do <br />not receive the grant, the Public Works Department will work with the Finance Department to <br />discuss loan opportunities. Director Gordon emphasized that grant funds are always optimal, but <br />loan opportunities are discussed if grant funds are not available. <br />Fire Chief Dunphy joined the conversation and explained that the Fire Department does frequent <br />reviews with the Public Works department to discuss and make plans for streets that are in need <br />of repair. The Fire Department ensures adequate water flow for their necessary operations. <br />Director Gordon noted that Lakewood has submitted the same application for the Ohio Public <br />Works Commission Capital Improvement Program for the last 10 years and has successfully <br />obtained the grant every one of those years. <br />On the motion: All members in favor. Motion passed. Resolution 2023-42 adopted. <br />*** <br />15.Communication from Police Chief Fischer regarding adoption fees at Lakewood Animal <br />Shelter. (pg. 42) <br />Motion by President Litten, seconded by Councilmember Rader to receive and file the <br />communication. All members voted in favor. Motion passed. <br />*** <br />16.RESOLUTION 2023-43A RESOLUTION to take effect immediately provided it <br />receives the affirmative vote of at least five members of Council, or otherwise to take effect <br />and be in force after the earliest period allowed by law, to increase the adoption fees for <br />animals that are adopted through the Lakewood Animal Shelter. (pg. 43) <br />Motion by President Litten, seconded by Councilmember Rader to adopt Resolution 2023-43. In <br />response to a question, Chief Fischer indicated that the proposed increase will help to support the <br />Animal Shelter and its rising costs. Chief Fischer committed to following up with data on the <br />number of animal adoptions handled by the Shelter. <br />Councilmember Rader expressed a preference to refer the resolution to a committee for further <br />discussion. <br />President Litten amended the above motion to refer Resolution 2023-43 to Public Safety <br />Committee. Motion was seconded by Councilmember Rader. <br />Councilmember Marx asked that the Resolution be referred to the Animal Safety & Welfare <br />Advisory Board. <br />Џ <br /> <br />
