maybe some of the new roadway construction projects could be having an unanticipated effect on <br />the wastewater system. <br />Jason Weiner 1304 Andrews Ave <br />Mr. Weiner stated he has lived in his home for 25 years and has experienced significant weather <br />events before but has never had water in their basement. He reported that over the years they have <br />e, however they had a small pool <br />th <br />of water in their laundry drain after the rain in July 28and then experienced 4 inches of sewer <br />rd <br />water in their basement after the storm on August 23. He anticipates a recovery cost of $10,000 <br />of which insurance will cover a portion. He believes that since the flooding came through the <br />drainpipethere is nothing he could have done to prevent it, and thinks something is causing storm <br />water to enter the sanitary line of Andrews. He asked that the city come up with a solution so they <br />can remain in their home. <br />Discussion: Councilmember Litten thanked the residents who spoke. He stressed that the rains <br />this summer were an unprecedented event, and that our wastewater system was designed over one <br />hundred years ago and is a very inefficient and odd system to maintain and fix. He also shared that <br />Lakewood has invested millions of dollars in upgrading the system over the past decade and will <br />continue to do so over the next 25 years, including $25 million in ARPA funding that council and <br />mayor have allocated to the issue. <br />Director Gordon thanked Mr. Weiner for his support of the Andrews project and stated he was <br />very sorry for the inconvenience he has experienced as a result of the flooding. He expressed that <br />the Andrews Ave project is at the top of the list and all hands are on deck to thoroughly research <br />and figure out why these issues occurred and what the next steps should be. He also shared that <br />given the amount of rain that fell during these events, any sewer system would be susceptible to <br />flooding. He reiterated thatthe city is allocating all the money necessary to address the <br />performance of the system and they will continue to be proactive with this issue. <br />President Litten added that the City has been working very closely with the Ohio EPA on sewer <br />system upgrades, and there is a consent decree in place that stipulates specific improvements on a <br />specific timetable. <br />Councilman Shachner thanked residents and Mr. Weiner for helping each other during the rains. <br />He also thanked Director Gordon and the Public Works Department for their response to inquiries <br />from Council and residents after the storm, and all the employeesthat helped to clean up the <br />aftermath. He stated he has two wastewater projects currently underway in his ward, and two on <br />the horizon, and he would like to know if the projects have had any impact on the flooding. He <br />also stated it would be helpful to have more information and resources for residents who were <br />flooded. He thanked everyone for being proactive on the issues, and the residents for reporting any <br />issues. <br />Councilman Baker thanked public safety forces for their help during and after the storm. He <br />discussed how this was not an issue unique to Lakewood, and that other communities along the <br />west shore area experienced similar flooding events.
