9.Communication from Director Leininger regarding the sale of city-owned properties. <br />(pg. 23) <br />President Litten made a motion to receive and file the communication. He then invited up <br />resident Kevin Smith to comment on the topic. <br />ublic Comment: <br />P <br />Kevin Smith – 17839 Northwood Ave <br />Mr. Smith stated that he had several questions / comments regarding the sale of these <br />properties. Would there be income restrictions on the sale of the landbank homes? How <br />would the city classify a vacant lot as owner occupied for the specified time frame? Have the <br />home values already been appraised, and will they be published? Will there be a lead time to <br />build on the vacant lot, or could you sit on it until interest rates settle? Will there be building <br />requirements for the vacant lot? <br />Discussion: President Litten offered Director Leininger an opportunity to answer any of the <br />questions. <br />Director Leininger explained that land bank properties do not always need to be sold with <br />income requirements attached. He said it depends on how the properties were originally <br />acquired. He said these properties were acquired for economic development purposes, and <br />the vacant lot was acquired as a nuisance, so income requirements aren’t necessary. He said <br />they will not have appraisals until they acquire the services of a real estate agent who will <br />then appraise the properties. He also said with the vacant lot, whatever is built on it will need <br />to be occupied by the owner once complete. Lastly, he said any questions he missed could be <br />answered in committee. <br />On the motion: All members in favor, motion passed. <br />10.ORDINANCE 20-2023 - AN ORDINANCE to take effect immediately provided it <br />receives the affirmative vote of at least two thirds of the members of Council, or <br />otherwise to take effect and be in force after the earliest period allowed by law, <br />authorizing and directing the Director of Planning and Development or the Mayor to <br />enter into an agreement with a licensed real estate broker to market for sale various <br />real properties, pursuant to Section 155.07 of the Codified Ordinances. (pg. 24) <br />President Litten made a motion, seconded by Vice President Kepple to refer to Housing, <br />Planning and Development Committee. <br />Discussion: Councilmember Bullock stated that he thought Mr. Smith’s question were <br />excellent and he has some of the same questions as well. He expressed concern that three of <br />the properties are currently occupied and selling those properties would be affectingthe <br />current tenants.
