Councilmember Rader delivered the following report:

The Public Works & Sustainability Committee met on September 25, and had a robust
conversation on the communication from Councilmember Bullock and Mayor George
about Foster Pool’s renovations. In addition to Mayor George, the committee was
joined by some representatives from the school board as well as Superintendent
Niedzwiecki, Director of Communications Mark Walter, School Board President
Callahan, and School Board Member Katzenberger. The board of education recreation
department provided part of the committee with data and an in-depth review of the
successes and challenges that Foster Pool had over the summer. Foster Pool was very
well used, there was a 40% increase over the last year. We had over 60,000 unique
visits. We had more visits to Foster Pool than we have residents. However, the pool
passes are more than 90% Lakewood residents. We had a lot of Lakewood residents
going to Foster Pool, which is great to see. The whole point of the meeting was to really
figure out how we balance this explosion and growth, how we use this space to the
fullest, and how we should address its challenges. For those who don’t know, the pools
are run by the recreation department, yet they are city property. They are maintained
by the public works department, but the staff is run by the school department. Therefore,
we must work closely with the school recreation department to make sure that the pool
is operational. Some members mentioned prioritizing and expanding pool hours,
enhancing concessions, and enhancing BecksPool. All parties plan to reconvene. This
discussion is ongoing. Meetings in January make sense to get a jump start for next year.
Getting the pool rates right, getting the staffing right, and continuing to work through
those challenges to make the experience great for pool members is a priority.

Discussion: Councilmember Shachner clarifiedhis comments regarding adult swim at
Foster Pool. He does not want to get rid of adult swim. However, he believes the two
separate pool areas should be able to accommodate adult swim and family swim at the
same time. He believes using the rec pool for family swim in the morning, while the lap
pool is reserved for adults, would provide Lakewood residents with more flexibility. He
acknowledged that it may be noisier, but it is a public park in a young community.
Councilmember Shachner stated that Lakewoodmust make sure that our amenities are
available to everyone, including young children and their families.

Motion made by Councilmember Rader, seconded by Council President Litten, to receive
and file the report. All members in favor. Motion passed.

3. Report from the Public Safety Committee regarding meeting held October 2, 2023. (to
be provided)

Councilmember Baker delivered the following report:

The Public Safety Committee had a meeting earlier this evening to discuss anordinance
amending Section 135.05, Traffic Guards of the Codified Ordinances. Right now, it is
3
