the only part of the code that we’re aware of that caps the amount of employees for a <br />particular job. Ultimately, the Committee decided, after discussion from the public and <br />some feedback, to recommend passage tonight of an amended ordinance that removes <br />the cap and gives the Director of Public Safety, which is the mayor, the ability to hire <br />based on need instead of some number in the code. We also went into a lot of great work <br />on behalf of the police department, particularly Chief Fischer and LieutenantDeucher, <br />who went through and categorized where our existing network of traffic guards are <br />located. There are 29 staffed locations. Lieutenant Deucher has put in a lot of work <br />categorizing the existing network so we could evaluate it. From then on, the planning <br />department went out to Toole Design, who is our consultant that we worked withon the <br />active transportation plan and safe streets for all program, to identify if we could have <br />a robust network of traffic guards. They came up with an existing map which is based <br />on safety data. It is called the high-risk network, which identifies where the most risk of <br />accidents are. Also, Mark Walters, Director of Communications for the Lakewood <br />School District, gave his input as a former middle school and high school principal. He <br />talked about a potential partnership with the school district to hire additional guards. <br />There are paraprofessionals in the school district that may be looking for additional <br />hours. They may be able to help us reach this expanded goal of traffic guard coverage <br />for kids walking to school in Lakewood. <br /> <br />Motion made by Council President Litten, seconded by Vice President Kepple, to receive <br />and file the report. All in favor. Motion passed. <br /> <br /> <br />4. ORDINANCE 17-2023 - AN ORDINANCE amending Section 135.05, Traffic Guards <br />of the Codified Ordinances of the City of Lakewood to for the purpose of allowing the <br />st <br />Mayor, as Director of Public Safety, to hire more traffic guards. (1 read & referred to <br />nd <br />Public Safety 7/17/23; 2 reading 9/5/23) (pg. 1) <br /> <br />President Litten made a motion to substitute the ordinance, seconded by Vice President <br />Kepple. A roll call was conducted as follows: <br /> <br />Yes: Baker, Bullock, Kepple, Litten, Marx, Rader, Shachner <br />Nays: none <br /> <br />President Litten made a motion to adopt the ordinance, seconded by Vice President Kepple. <br /> <br />Discussion: Councilmember Bullock thanked the Public Safety Committee for taking a <br />fresh look at this issue. He said that this legislation is a good example of responsive <br />governance, and we are on the right track with addressing this issue. <br /> <br />President Litten commented that many things will be attended to this evening, but this piece <br />of legislation has the most potential to increase the safety of the residents of Lakewood <br />tonight and he thanked the committee for their work. <br /> <br />On the motion: All in favor, motion passed.
