Resolution 2023-43 deferred. <br />***NEW BUSINESS*** <br />5.Communication from President Litten regarding recodification ordinance. (pg. 4) <br />M <br />otion by President Litten, seconded by Vice President Kepple, to receive and file the <br />communication. All in favor. Motion passed. <br />6.ORDINANCE 21-2023 - AN ORDINANCE to take effect immediately provided it <br />receives the affirmative vote of atleast two thirds of the members of Council, or <br />otherwise to take effect and be in force at the earliest period allowed by law, to approve <br />the editing and inclusion of certain ordinances as parts of the various component codes of <br />the Codified Ordinances and to provide for the publication of such new matter. (pg. 5) <br />Motion by President Litten, seconded by Vice President Kepple, to defer Ordinance 21-2023. <br />All in favor. Motion passed. Ordinance 21-2023 deferred. <br />7.Communication from Director Rancatore regarding future safety equipment needs(pg. 7) <br />D <br />iscussion: Finance Director Rancatore emphasized that he would like Resolution 2023-49 to <br />be passedas an emergency measure at tonight’s general meeting. Councilmember Bullock <br />expressed concern regarding the adoption of this legislation during tonight’s general meeting <br />since Council does not have context of the full fleet and capital plan for the fire department. He <br />stated that he would like further deliberation to discuss topics such as prices associated with <br />these services, how many ambulances the fire department currently has, and funding sources. <br />Additionally, Councilman Bullock asked if alternative fuel options have been discussed for the <br />ambulance and the boat. If not, he would like to know how this will be implemented in a future <br />discussion. Since Council does not have that context tonight, he requested a more robust <br />discussion before adopting the resolution. <br />In response to a question, Finance Director Rancatore explained that nothing will materially <br />change within the capital budget. He mentioned that if they do not order the vehicles in the <br />current capital budget, the Fire Department will not receive the equipment and resources that it <br />need. Finance Director Rancatore acknowledged that these are major purchases, but he would <br />like to order these vehicles as soon as possible so that the Fire Department is not utilizing <br />broken down vehicles. <br />F <br />ire Chief Dunphy stated that the Fire Department has been rotating ambulances every three <br />years. The department currently has five ambulances. He mentioned that the Fire Department <br />used to be able to budget for an item for one year, order it at the beginning of the next, and then <br />receive it before the end of that next fiscal year.
