2024 Human Resources BudgetWorkerÓs Compensation Fund <br />Hospitalization Fund <br />Salary Ordinance & Merit Bonus <br />Each year the salary ordinance is updated per the cost-of-living-adjustment (COLA) provided to non- <br />union employees (3% for 2024). <br />Elimination of pay grade 25, which will most likely be less than the fair employment wage established in <br />January 2024, and the property/evidence technician is a position in our AFSCME Admin union (so no <br />longer needed). <br />Moved human resources specialist from 29 to 31, due to elimination of part-time HR specialist, creating <br />more responsibility/workload. <br />Added a Climate Action and Sustainability Coordinator position to carry out the goals and mission of the <br />Climate Action Plan (job description has already been approved by the Civil Service Commission). <br />Due to anticipated retirements next year, the City is evaluating at a high level the structure of our <br />finance department and is creating the unclassified position of Tax Commissioner/ Deputy Finance <br />Director. <br />Increasing the Civil Service Commissioner Salary from $4,120 to $5,000/year, salary has not been <br />updated since 2006. <br />In accordance with Section 149.07 Merit Bonus Awards of the CityÓs Employment Provisions, the City is <br />awarding a 3% merit bonus based on employeeÓs 2023 salary. This bonus applies to non-union staff <br />(approximately 40 employees) payable in one lump-sum the last pay in November. <br /> <br />
