31.ORDINANCE 35-2023 - AN ORDINANCE to take effect immediately provided it <br />receives the affirmative vote of at least five members of Council, amending Sections <br />902.04 Rates and Charges and 915.01 Establishments of Rates of the Lakewood Codified <br />Ordinances to establish water and sewer rates for the years 2024-2028. (pg. 107) <br />Motion made by President Litten to refer Ordinance 35-2023 to Finance Committee, seconded by <br />Councilmember Bullock. <br />In response to a request from Councilmember Bullock, Mr. McMahon said he will investigate <br />whether the impervious surface fee has encouraged any commercial property owners to invest in <br />features that would lower their impact on the wastewater system. He shared that he thinks the code <br />provisions that have been changed in Lakewood over time have been more successful to encourage <br />such investments on the front end. <br />On the motion: All in favor, motion passed. Ordinance 35-2023 referred to Finance Committee. <br />32.Communication from Assistant Director of Finance Jessica Eddy regarding income tax <br />code changes. (pg. 111) <br />Motion made by President to receive and file the communication, seconded by Councilmember <br />Bullock. <br />In response to a question from Councilmember Bullock, Director Rancatore confirmed that the <br />reference changes are required by law so therefore the conversation will be geared towards <br />compliance. <br />On the motion: All in favor, motion passed. <br />33.ORDINANCE 36-2023 - AN ORDINANCE to take effect January 1, 2024 provided it <br />receives the affirmative vote of at least five members of Council, or otherwise to take effect <br />and be in force after the earliestperiod allowed by law amending the Tax Code of the City <br />of Lakewood to incorporate changes that have been mandated by the passage of H.B. 33 <br />by the State of Ohio. (pg. 112) <br />M <br />otion made by President Litten to refer Ordinance 36-2023 to the Finance Committee, seconded <br />by Councilmember Bullock. All in favor, motion passed. Ordinance 36-2023 referred to Finance <br />Committee. <br />34.Communication from Human Resources Director Dillinger regarding updating the Salary <br />Ordinance in accordance with the City Charter. (pg. 122) <br />Motion made by President Litten to receive and file the communication, seconded by <br />Councilmember Bullock. All in favor, motion passed. <br />35.ORDINANCE 37-2023 - AN ORDINANCE to take effect January 1, 2024, provided it <br />receives the affirmative vote of at least two thirds of the members of Council, or otherwise <br />to take effect and be in force after the earliest period allowed by law, to provide forcreating <br />10 <br /> <br />
