39.RESOLUTION 2023-64 - A RESOLUTION imposing an immediate moratorium on the <br />issuance and processing of permits allowing retail dispensaries, cultivators, or processors <br />of adult use marijuana within the City of Lakewood, Ohio. (pg. 132) <br />Motion by President Litten, seconded by Councilmember Bullock, to adopt Resolution 2023-64. <br />All in favor. Motion passed. Resolution 2023-64 adopted. <br />40.C <br />ommunication from Planning Director Leininger and Development Officer Wyman <br />regarding FY24 HUD Annual Action Plan Resolution & Lakewood Citizens Advisory <br />Committee FY24 Federal Funding Allocation Recommendations. (pg. 134) <br />Motion by President Litten, seconded by Councilmember Bullock, to receive and file the <br />communication. <br />Discussion: Councilmember Bullock asked when the administrationwill receivean updated <br />estimate of 2024 CDBG and ESG award amounts. In response, Planning Director Leininger <br />clarified that the actual amounts have consistently decreased each year. The precise figures are <br />not available until spring 2024. Despite this uncertainty, the Planning Department strives to <br />provide an accurate estimate, relying on a federal government formula for budget allocations. <br />Additionally, Planning Director Leininger noted that although Lakewood is experiencing a <br />reported decline in population at the national level, the City is contesting this information based <br />on changes in demographics. <br />On the motion: All in favor. Motion passed. <br />41.RESOLUTION 2023-65 - A RESOLUTION to take effect immediately provided it <br />receives the affirmative vote of at leasttwo thirds of the members of Council, or otherwise <br />to take effect and be in force after the earliest period allowed by law, authorizing and <br />directing the Mayor to submit the Fiscal Year 2024 (FY24) One-Year Action Plan of the <br />FY20–FY24 Five Year Consolidated Plan (Consolidated Plan) which includes dollar <br />allocations and activities to be funded with federal Community Development Block Grant <br />(CDBG) and Emergency Solutions Grant (ESG) resources, any other entitlement funds <br />received from the U.S. Department of Housing and Urban Development (HUD), all <br />amendments thereto, and all understandings and assurances contained therein, and <br />incorporates the City’s application to HUD for FY24 CDBG and ESG funds. (pg. 135) <br />Motion by President Litten, seconded by Councilmember Bullock to refer Resolution 2023-65 to <br />the Finance Committee. <br />Discussion: In response to a question, Director Leininger explained that due to the restrictions <br />on funds, the Citizen Advisory Committee’s recommendations did not differ much from the <br />administration’s recommendations. <br />President Litten remarked on the democratic and collaborative nature of Lakewood’s process for <br />distributing these funds. <br />13 <br /> <br />
