passed. <br />Motion made by President Litten, seconded by Vice President Kepple, to adopt Resolution 2023- <br />69 as amended. <br />Discussion: President Litten acknowledged the outdated signage at Lakewood City Hall, revealing <br />that he allocated his remaining ARPA funds to finance this project. He stated that he intentionally <br />budgeted beyond the required costs in order to easily facilitate the acquisition of much-needed <br />updated signage. <br />Councilman Rader expressed his support for the proposal, emphasizing the effectiveness of an <br />easily visible digital sign for public communication. <br />Vice President Kepple emphasized the long-overdue need for updated signage and advocated for <br />a digital sign to enhance communication. While expressing a preference for a formal application <br />process for consistency reasons, she recognized that, as an internal decision without external <br />funding, she is comfortable moving forward with the resolution tonight. <br />On the motion to adopt: All in favor. Motion passed. Resolution 2023-69 adopted. <br />30.RESOLUTION 2023-70 - A RESOLUTION to take effect immediately provided it <br />receives the vote of at least two thirds of the members of Council, or otherwise to take <br />effect at the earliest period allowed by law, authorizing the Mayor and/or Director of <br />Finance or Director of Law to allocate and expend American Rescue Plan Act (ARPA) <br />funds on certain high priority projects identified in the Americans with Disabilities Act <br />(ADA) Self-Evaluation and Transition Plan (SETP). (pg. 106) <br />Motion made by President Litten, seconded by Vice President Kepple, to amend Resolution 2023- <br />70 in a manner consistent with the amendments made to Resolution 2023-66. All in favor. Motion <br />passed. <br />Discussion: Mayor George acknowledged that the ADA Self-Evaluation and Transition Plan is <br />indeed a significant priority. She expressed that this resolution marks a positive beginning in <br />securing funding for the Plan's projects. <br />Vice President Kepple sought clarification on the funding sources for the ADA Transition Plan. <br />In response, Finance Director Rancatore explained which funds would be eligible for use. Mayor <br />George added that further discussion is necessary to examine the specific dollar amount allocated <br />to various funds and explore additional funding sources. <br />Councilman Bullock askedabout the anticipated completion of the ADA projects in the 2024 <br />budget and the extent to which ARPA funds would be utilized instead of capital investment <br />allocations. Mayor George emphasized that a thorough examination of specific projects and <br />timelines would be necessary to provide an accurate response. <br />President Litten highlighted the two-fold spirit of the resolution: first, to demonstrate Council's <br />commitment to the ADA Transition Plan, and second, to underscore that spending $300,000 from <br />10 <br /> <br />
