27.RESOLUTION 2023-67 - A RESOLUTION to take effect immediately provided it <br />receives the vote of at least two thirds of the members of Council, or otherwise to take <br />effect at the earliest period allowed by law, authorizing the Mayor and/or Director of <br />Finance or Director of Law to allocate and expend American Rescue Plan Act (ARPA) <br />funds towards the completion of the Lakewood Public Library’s Madison Branch Story <br />Walk Project. (pg. 100) <br />Discussion: Councilman Bullock advocated for a substantive change in the resolution by <br />mentioning that there is a second Story Walk Project near the Lakewood Public Library’s Main <br />Branch. <br />Motion made by President Litten, seconded by Vice President Kepple, to amend Resolution 2023- <br />67 by replacing the project’sname, wherever mentioned, to read “Lakewood Public Library’s <br />Story Walk Projects.” <br />Discussion: Vice President Kepple asked if Council has a written application for the proposed <br />Story Walk Projects. She stated that although the Projects are relatively small, she would be more <br />comfortable allocating ARPA funds given an application. Councilman Bullock explained that the <br />application could be discussed at the next Committee of the Whole meeting. <br />On the motion to amend: All in favor. Motion passed. Resolution 2023-67 amended. <br />Motion made by President Litten, seconded by Vice President Kepple, to refer amended <br />Resolution 2023-67 to the Committee of the Whole. All in favor. Motion passed. <br />28.RESOLUTION 2023-68 – A RESOLUTION to take effect immediately provided it <br />receives the vote of at least twothirds of the members of Council, or otherwise to take <br />effect at the earliest period allowed by law, authorizing the Mayor and/or Director of <br />Finance or Director of Law to allocate and expend American Rescue Plan Act (ARPA) <br />funds towards the development of a Smart City Initiative. (pg. 102) <br />Motion made by President Litten, seconded by Vice President Kepple, to amend Resolution 2023- <br />68 in a manner consistent with the amendments made to Resolution 2023-66. All in favor. Motion <br />passed. <br />Motion made by President Litten, seconded by Vice President Kepple, to refer Resolution 2023- <br />68 as amended, to the Committee of the Whole. All in favor. Motion passed. <br />29.RESOLUTION 2023-69 – A RESOLUTION to take effect immediately provided it <br />receives the vote of at least twothirds of the members of Council, or otherwise to take <br />effect at the earliest period allowed by law, authorizing the Mayor and/or Director of <br />Finance or Director of Law to allocate and expend American Rescue Plan Act (ARPA) <br />funds towards upgrading signage at Lakewood City Hall. (pg. 104) <br />Motion made by President Litten, seconded by Vice President Kepple, to amend Resolution 2023- <br />69 in a manner consistent with the amendments made to Resolution 2023-66.
