President Litten made a motion to receive and file the communication, seconded by Vice President <br />Kepple. <br />C <br />ouncilmember Bullock asked if some of the numbers shift around, will councilmembers still be <br />able to adjust the proposed numbers. President Litten replied yes, and that he expects what happens <br />in committee will help to inform some of that. <br />O <br />n the motion: All in favor, motion passed. <br />26.RESOLUTION 2023-66 - A RESOLUTION to take effect immediately provided it <br />receives the vote of at least two thirds of the members of Council, or otherwise to take <br />effect at the earliest period allowed by law, authorizing the Mayor and/or Director of <br />Finance or Director of Law to allocate and expend American Rescue Plan Act (ARPA) <br />funds towards the creation of a parking lot on a vacant city-owned parcel at the northwest <br />corner of Newman Avenue and Madison Avenue. (pg. 98) <br />Public Comment: Ralph Piunno, 12223 Madison Avenue – Mr. Piunno expressed gratitude to <br />councilmembers for their dedication to the development of the parking lot. He expressed hope that <br />this project should be prioritized and not face any further delays, especially in the event that <br />additional eligible funding becomes available. <br />Motion made by President Litten, seconded by Vice President Kepple, to amend Resolution <br />2023-66 by striking “WHEREAS, because some of the Administration’s 2022 ARPA projects <br />have been completed under budget, the Mayor will contribute $187,833 of the City’s recently <br />reunencumbered ARPA funds to see this project through to completion” and replacing it with <br />“WHEREAS, because the Administration shares an interest in this project, the Mayor will <br />contribute $187,833 from the City’s General Fund, ARPA funds, or other allowable source.” <br />And striking Section 2. That $187,833 of the City’s recently re-unencumbered ARPA funds <br />shall be allocated and spent on the above-mentioned parking lot project.” And replacing it with, <br />That $187,833 of the City’s funds shall be allocated and spent on the above-mentioned parking <br />lot project.” <br />Discussion: Councilman Rader expressed a preference for engaging in a formal committee <br />process to ensure that Council dedicates the necessary time and attention to the plans outlined in <br />this resolution. <br />Councilmember Kepple clarified that if economic development funds or any other grant funds <br />become available, this amendment provides the flexibility to utilize additional funding sources <br />for the project. <br />On the motion to amend: All in favor. Motion passed. Resolution 023-66 amended. <br />Motion made by President Litten, seconded by Vice President Kepple, to refer amended <br />Resolution 2023-66 to the Committee of the Whole.
