***NEW BUSINESS***

23. Communication from President Litten regarding recommendations to Charter Review
Commission. (pg. 91)

President Litten read from the communication regarding council salary recommendations for the
Charter Review Commission. He then made a motion to refer the communication to the Charter
Review Commission, seconded by Vice President Kepple.

In response to a question from Councilmember Shachner, President Litten confirmed that the
compensation for the President and Vice President of Council is that same as the rest of Council.

Vice President Kepple cited a report about how there are fewer women in elected positions in
Ohio than in other states. She explained part of that is because most women start with local
positions such as council and school boards, and those positions tend to be paid at part-time rates
even though the time commitment is more extensive. This structure can be a hinderance for
women, minorities, and those with less affluence. She thanked President Litten for drawing
attention to the equity issue involved in the current salary structure for council members.

On the motion: All in favor, motion passed.

th
24. Communication from Councilmember Marx regarding Studio West 117 revised ARPA
application. (pg. 95)

Councilmember Marx read the communication and requested that the communication be referred
to the Committee of the Whole.

Motion by President Litten, seconded by Vice President Kepple to refer the communication to
Committee of the Whole.

Councilmember Bullock stated if the intention is to have this matter decided upon before the end
of the year, then a Committee of the Whole meeting would need to be scheduled before the final
th
General Meeting of the year, on December 18. President Litten agreed and said the next agenda
items will probably also require adding a committee of the whole meeting before year end.

On the motion: All in favor, motion passed.

25. Communication from President Litten regarding proposed ARPA allocations. (pg. 96)

President Litten stated that before reading the communication, he wanted to first explain that he
will be making some amendments to the resolutions in question, in response to follow-up
conversations he has had with the administration. He said the nature of the amendments will be to
not specify that the City will be using ARPA funds, which will allow more flexibility if other
funds become available for the agreed upon projects.

7
