appointing five members to the Charter Review Commission for a six-month term <br />beginning January 1, 2024. (referred to COW 11/6/23) <br />Committee members had a general discussion about the process of selecting commission <br />members and how to best vet potential candidates. <br /> <br />Councilmember Bullock asked the administration if they had anything specific they hoped to <br />address with this charter review, as it could inform potential appointments. Mayor George <br />responded that they do not anticipate a major process as the last charter review was a large <br />overhaul. She also added that the city would be happy to post a call for applicants on social <br />media for the Charter Review Commission. <br />Chairman Litten commented that he agreesit would be beneficial toadvertise the call for <br />applicants to the community. He also brought up the topic of potentially adjusting salaries for <br />mayor and council, and whether or not this is in the scope of the Charter Review Commission. <br />Mayor Geroge responded that the Civil Service Commission is the body that reviews and makes <br />compensation recommendations for mayor and council, and that happens every four years in line <br />with the presidential election. She clarified that the Civil Service Commission meets monthly, so <br />the Law Department will be talking to them to remind them that this is on the agenda for the next <br />calendar year. <br /> <br />Chairman Litten commented that he would like to make some recommendations for the Civil <br />Service Commission, as somebody who does not stand to benefit from any salary increase since <br />he is not serving another term. <br /> <br />Councilmember Marx shared that David DeCapua is present and he applied to serve on the <br />Charter Review Commission. She invited him up to speak about his strengths and share why he <br />would like to serve on the commission. <br />David DeCapua, 12700 Lake Rd – Mr. DeCapua shared that he previously lived in Lakewood <br />and raised his family here. He moved away for a bit but has been living in Lakewood again for <br />over the past year and would like to serve the city in a volunteer capacity. While living in Rocky <br />River he served on the Board of Variance for seven years and was asked by the Mayor to chair <br />the Charter Review Commission in Rocky River several years ago. <br />Chairmen Litten said they will table the discussion for now but acknowledged there is not much <br />time left in the year to fill the commission. <br />A RESOLUTION to take effect immediately provided it receives the vote of at least <br />two thirds of the members of Council, or otherwise to take effect at the earliest <br />period allowed by law to provide certainty to Lakewood residents on improving the <br />frontage of the former Lakewood Hospital site. <br />There was a discussion between Councilmembers and Director Leininger about measures that <br />could be taken to spruce up the hospital site until construction finally kicks off.
