Bullock made it clear that the resolution was meant to be a starting point to get the discussion <br />going with the administration, and that they are only interested in investing in temporary <br />measures to enhance the site while in limbo. Councilmember Marx expressed that the desire is to <br />make the community aware that this is a work in progress, and that we need to be creative in <br />making the space inviting for the community. Director Leininger explained that the City has <br />been talking about placing a wrap on the fencing, but as things kept changing the right time has <br />not presented itself. Other low-cost ideas like installing benches and flower boxes were <br />discussed. <br />Bullock suggested that Council use this conversation as a signal for the administration to start <br />reviewing this topic, and to try to come back before December 31 with a vote so that the winter <br />months can be used to plan and take action in the spring. <br />Councilmember Shachner said that as of right now he is leaning towards a no vote and would be <br />unlikely to support anything beyond what the administration already has planned in terms of a <br />wrap. He stated his personal view is this proposal makes it seem like city is admitting failure <br />regarding the development. He encouraged his colleagues to remain focused on doing the right <br />thing at the site and moving the construction forward. <br />Chairman Litten suggested there is an answer between $150,000 and zero dollars that does <br />something to mitigate the site, and he is confident that will occur even informally if not through <br />formal resolution at this time.
