<br />MINUTES OF COMMITTEE OF THE WHOLE <br />December 11, 2023 <br />AUDITORIUM <br />Present: Councilmembers Litten, Baker, Marx, Bullock, Shachner, Rader <br />lso Present: Law Director Vargo, Finance Director Rancatore, Planning Director Leininger, <br />A <br />Assistant Planning Director Baas, members of the public, Council staff <br />Call to Order: 5:01 p.m. <br />Motion by President Litten, seconded by Councilmember Bullock to excuse the absence of Vice <br />President Kepple. Councilmembers Baker, Bullock, Litten, and Marx in favor. Councilmembers <br />Shachner and Rader absent for the vote. <br />Approval of the minutes of the November 13, 2023 Committee of the Whole. <br />Motion by President Litten, seconded by Councilmember Bullock to approve the minutes. <br />Councilmembers Baker, Bullock, Litten, and Marx in favor. Councilmembers Shachner and <br />Rader absent for the vote. <br />th <br />Communication from Councilmember Marx regarding Studio West 117revised <br />ARPA application. (referred to COW 12/4/23) <br />th <br />Director Vargo referenced the revised ARPA application submitted by Studio W. 117 which <br />revises the dates and use of the funds. He summarized the proposed use and concluded that the <br />application meets the requirements of ARPA. <br />th <br />Councilmember Marx remarked that Studio W. 117 was asked to revise its application and it did <br />so. <br />Public Comment: <br />Greg Rossi – 11822 Detroit. Mr. Rossi spoke as owner of the Ohio Inn, which is adjacent to <br />th <br />Studio W. 117. Mr. Rossi expressed significant concerns regarding the use of ARPA funds to <br />th <br />subsidize a private business. He questioned whether Studio W. 117was meeting its job creation <br />th <br />goals and other goals. He shared public information found online about Studio W. 117’s status <br />regarding its tax payments. He encouraged Council to reconsider allocating funds to Studio W. <br />th <br />117 and favored spending on a different or better project with more parameters. <br />President Litten noted that there are remaining questions on this topic to be discussed at a later <br />date. Motion by President Litten, seconded by Councilmember Shachner to defer the <br />communication. <br />1 <br /> <br />
